In his speech in the inaugural session of the National Democratic Party Congress, President Hosni Mubarak confirmed that the protection of the poor tops the priority of the ruling party and that the main goals of the NDP are to upgrade health, educational services, transport and realize the social justice as regards distributing the revenues of development. Implementing the plans necessary to realize these goals is no less important than setting the plans themselves. Hence, it is important to select the cadres capable of setting the executive programs and overcoming any obstacles in this respect.

The protection of the poor is an urgent case given the rapid increase of the prices of the basic commodities. Yet, it is of top importance to promote the levels of services in the fields of education, health and transport. It is the right of the limited-income brackets to enjoy better health services in the State-run hospitals and the rural units. However, educational services should be better provided to the poor and the limited-income brackets and the teachers' salary scale is supposed to be a step in this respect. In addition, after the success of the plan aimed at upgrading public transport, it is important to improve transport's services at affordable prices for all citizens.
