Competences of the Cabinet

According to the 1971 Constitution, the Cabinet is composed of the prime minister, his deputies and cabinet ministers. Articles 135 & 156 of the Constitution define the competences of the Cabinet as follows:
  1. To assist the Head of State in the making of general policies.
  2. To implement such policies in the various fields.
  3. To issue and monitor the implementation of administrative and executive decrees according to law.
  4. To draft the State General Plan.
  5. To draft the State General Budget.
  6. To seal loan agreements and grants in accordance with the articles of the Constitution.
  7. To follow up on the execution of laws, and to protect State security, rights and interests.
 According to the 1971 Constitution, only the President can appoint or relieve cabinet ministers of their duties. Ministers shall not be less than 30 years of age.
