President Hosni Mubarak issued on February 13, 2008 a Republican Decree inviting voters to the ballot to choose their representatives to the local people's councils. Article 2 provides that local elections shall be held on Tuesday, April 8, from 08:00 to 19:00 CLT as described by Law No. 73 of 1956 on the Exercise of Political Rights and Law No. 46 of 1979 on Local Administration.

On February 19, the Minister of Interior issued Decree No. 359/2008 establishing the legal controls of publicity campaigns in local people's council elections. Article 4 sets the ceiling of expenditures by candidates on their campaigns at EGP20 thousand each.

The door to applying for candidacy would be open on Tuesday, March 4, to Thursday, March 13 for ten days. Election campaigns should start on March 23 with the final list of candidates being published.

According to Article 3 campaigning should end on April 7, the day preceding elections.
