The whole world has not agreed yet on an exact definition for "terrorism", yet some countries define it according to their vision and interests as well. Al-Qaeda is regarded as the most serious terrorist network all over the world. Israel and the United States regard Hezbollah as a terrorist party which Iran supports. However, the criminal acts and the dirty military operations exercised by Israel in Lebanon are regarded by the peoples in the world as acts of terrorism.
The outcome of the states' terror is more horrible than that of organizations or groups as the victims of the military operations are thousands of innocent civilians. Added to that is the danger of terror exercised by intelligence agencies in some countries. For instance, officials in the Central Intelligence Agency (CIA) have unveiled that they recruited a group named "scorpions" to spread fear and chaos all over Iraq. On the other hand, some countries mix terror with resistance despite the fact that terror is illegitimate while resistance in Palestine and Lebanon is surely legitimate.
