It is essential that reaction to Qana II exceed mere condemnation to a collective Arab action at the legal level. The Arab League should assume responsibility for collecting and documenting evidence as well as commissioning a team of international legal council to file suit against Israel. Non-governmental organizations are also urgently required to professionally manage the proceedings and to cooperate with their counterparts in what could trigger more than mere international condemnation of the crime.
