Brothers and Sons of Police Officers and Soldiers,

Our celebrations today marking Police Day falls in a Holy Month bestowed by God upon His faithful worshipers to avail them of the opportunity to be abstinent and restrain their inner drift toward sin and evil, thus setting an example of good behaviour in this great month when the doors of Heaven are wide open for the guidance of mankind.

Greetings to all the Arab and Islamic peoples on the occasion of this Holy Month and to the valiant police force who made the greatest sacrifices in defence of the security of the people and homeland.

The police force have chosen this memorable day of national struggle in which courageous men have fought in defence of rights and duties.

The Egyptian police force heroic deeds are a glorious history of national struggle, which embodies their honourable message of the maintenance of security and safety of the homeland, as well as their great sacrifices for the sake of fulfilling their duties.

They have been a true example of remarkable courage and continual sacrifice defending the right of every Egyptian for a secure homeland that protects his honour and offspring and provides him with the opportunity for construction and progress.

The Egyptian police force have, throughout history, maintained a secure homeland. Their performance has been an example of fulfillment of duty and respect for the law.

They spared no sacrifice in order to maintain the stability of the country and the reverance of the law stemming evils of crime and confronting dangers that in some cases may extend and include foreign elements that deny stability and progress for Egypt.

Over the years, the police force have exerted great efforts which won the admiration and appreciation of the world. They have asserted to all that Egypt, God willing, will remain a land of stability and security a solid rock against which all enemy stratagems are broken. Those enemies who have sold themselves to the devil, fought against their country, threatened its security and stability seeking to undermine its interests by implementing their malicious and heinous acts that aim at emaciating Egypt's entity and obstructing its progress.

Egyptian security men have succeeded in containing the cohorts of terrorism and treason, and have been capable of dealing a crushing blow which foiled their schemes, unveiled their gangs at home and abroad and paralyzed their movements with the close cooperation and awareness of the people. The people have revealed their deceitful justifications and the dimensions of their heinous crimes which aim at destabilizing the country, undermining its national entity, and serving their devilish stratagems that are far-removed from religion which they have harmed to the very core and twisted the words of God to serve their ends.

But God Almighty exposed their conspiracies and the people took the initiative in confronting them, thanks to their vigilance and their alert institutions which placed the high interests of the country at the forefront. They spared no effort or sacrifice and valiantly waged a ferocious battle to preserve the safety and security of the people and country.

This success would not have been achieved without enormous sacrifices and the heroic deeds of honourable men who offered their lives for the sake of a sacred mission in defence of the people's right to live in a safe homeland unthreatened by mercenary and renegade groups perverted by vile money and chose to betray their country. As a consequence they failed and deserved the contempt and categorical rejection of the people.

Officers and soldiers of the police force who fell in battles as martyrs have sacrificed their pure blood in defence of every Egyptian's right to a safe homeland protecting his honour, property and a future unthreatened by a renegade group seeking to undermine its economy and interests, spreading terror, and killing innocent people with no scruples or qualms of conscience.

Such a success would not have been attained without the help of the people to the police who valiantly fought these groups chased them everywhere and besieged them in limited areas which are currently falling in succession.

The people have rejected their crimes and called for the toughest penalty to deter their heinous acts. They also rejected their disguise under the grab of Islam and considered them as groups spreading sedition and deceit and distorting the image of Islam. The people resented their affiliation to a certain religious sect because religious devotion does not justify treason to the homeland and its interests, terrorizing the society and killing the innocent.

I hereby salute the valiant men of the police force who faced up to a sacred mission worthy of honourable men capable of sacrifice, ready to die in defence of the right of every Egyptian to a secure homeland that preserves his present and future.

I salute our brave martyrs who fell in the most honourable battles of sacrifice defending the country's monumental achievements which were conspired against by mercenary groups who betrayed the country, the people and religion.

I salute the great people of Egypt who realized from the outset that these are evil groups and their affiliation to Islam is fake and cannot deceive anyone because lslam is a religion of tolerance and love, and rejects injustice and evil.

History will record that when we confronted this dangerous phenomenon. We were fully committed to the rule of law and justice. We did not encroach the rights of defendants to an upright judiciary and a fair trial. Despite the difficult circumstances, we preferred to deal in a civilized manner with the enemies of the country, abstain from methods of revenge, maintain human rights and place the whole issue in the hands of a just judiciary with no overpower than that of the law.

We are all aware that the battle is not over, and that the current weakness sustained by terrorists both at home and abroad, should not deviate us from tracking terrorists down and strike at their desperate attempts while they are in the throes of death. We also know that the challenge is not only confined to deterrence of armed terrorist activities, but rather to redress the wrong ideas which infiltrated the minds of some people as a result of their deceitful propagations. We have also to fill the loopholes through which these renegade groups try to penetrate to undermine the society. In other words, our duty at this stage is to remain extremely vigilant and exert maximum efforts to uproot this phenomenon, and nip its causes in the bud after we had full control of its side effects and symptoms.

In this respect, we have recently witnessed positive and considerable development in all countries of the region which became aware of this danger to which all of us without exception are exposed. They have realized the devilish dimensions of this criminal stratagem and are consequently more capable of effective movement in coordinated and decisive measures to confront and eliminate it at its source. Consequently, the countries of the region can keep abreast of the progress march, and face the challenges of this historic period which witnesses great changes. No one can stand idle, blindfolded and remain incapable of delving his way towards a new future.

Running parallel with such awareness in the region, in which we are an essential component, is a widescale international conviction that leniency with this cancerous terrorist phenomenon is dangerous. No one will escape its perils if it is left to spread and aggravate. The illusion, that some believed that they can be safe while others are not, and that terrorism can conclude a truce with anyone, has dispersed. Everyone in the East or West has discovered that they are in the same boat fighting the plague of the new era and facing a devastating fire that threatens civilization in all it forms. Therefore, such a confrontation, in order to be successful and crucial, should be supported by international consensus coordinated and well planned work and a strong will that should not be deceived by the false appearances and promises of culprits.

Brothers & Sisters,

The great role assummed by the Egyptian police at the service of the peopIe is not only in the field of protecting the State's security and preserving the integrity of the home hont but also in safeguarding several aspects of the lives of individuals and the society as a whole. This role also includes the creation of an atmosphere in which every citizen, his family, his livelihood at present and in future, are secure and protected against any attack on himself or his property. It also implies the preservation of the social entity and the assurance that every citizen in Egypt is subjected to the rule of law without discrimination between the influential and the commoner, or the rich and the poor, the official and the ordinary citizen who cultivates the land and turns the wheel of production, development and progress.

In this context, comes the responsibility of the police in fields of public security, in its broad sense, and also in social and economic security. This is a great responsibility whose umbrella extends to every village and hamlet in Egypt. It is also a message whose importance is undeniable in strengthening the social fabric and protecting the homeland and its sons from devastating social and moral blights that threaten the social structure and the national front.

Regarding social security, the police exert strenuous efforts to protect the people from the dangers of lethal drugs that exhaust the energy of individuals and deprive the society of the efforts of individuals and deprive the society of the efforts of every citizen to be at the service of the people especially the youth who are quite capable of giving and totally qualified to create by thoughts and work. No one can deny the great successes achieved by the police in this field while the problem is aggravating in many parts of the world.

This is synchronized with the role of the police in the field of protecting common morality and values without which the social fabric cannot be capable of survival. Such sublime values and uprighteousness are extremely necessary for protecting the social fabric, organizing the relationship between the individual and the society, and striking a balance between public and private interests. Perhaps the most important thing in this context is that these moral values secure the conditions for bringing up a good citizen who is the basis of every national entity.

On the other hand, the task of the police is tangible in keeping public funds, protecting the state organs against deviation and chasing corruption with all the means made available by law, thus asserting the government's integrity, enhancing the citizen's confidence in the official organs at the central and loca1 levels and cementing the ability of these organs to fulfill their mission at the service of the masses on the basis of respect for the ordinary citizen's right to obtain his lawful needs and benefit from an equal share of the state services rendered in all domains. The Egyptian po1ice fulfill these various responsibilities in strict discipline, full observance to laws instructions and regulations and fully aware that their success in achieving this mission depends to great extent on their commitment to the society's ethics and rules so as to set an example in following rules, adhering to principles, abstaining from whims and personal ends and confronting any error or transgression with redress

The Police is helped in following this orthodox path through their leaderships' commitment to this path in every mission they undertake, which won then the great appreciation of the citizens at all sites as well as the respect of all both at home and abroad.

Dear Brothers,

We, in Egypt which is greatly glorified by God, have made up our minds to move as a one man to place the country on the threshold of the 21st century with all the requirements of sound thoughts and useful work. We will wage the battle of survival and steadfastness in the age of sophisticated technology and major economic blocs. We will provide this battle with a clear vision that depends on science, and scientific thought, self righteousness, strong will and good intention to supply this new vision with human and natural resources in a bid to occupy a new position for Egypt and Egyptians in the world map.

Egypt, in which factories and farms are increasing at a high rate, schools. Institutes and laboratories are everywhere, science and culture are flourishing, the upsurge of reason against claims of ignorance and backwardness, the increase in production and productivity in order to produce more than consume, export more than import, raise the standard of living in both the countryside and in cities, and create honourable job opportunities, capable of realizing our great expectations based on sincere and solid determination rather than on imagination and mere aspirations. They are also based on sound scientific calculations and a real objective vision. This shows that Egypt possesses the qualifications of this historic take off and the components of this new renaissance that place it among major countries which play a new pivotal role in its dimensions and impact in a few years.

Dear Brothers,

This great take off we pledged to undertake early this year will never take place accidentally or haphazardly. By securing several prerequisites, this take off can turn from a dream and a comprehensive vision into a reality. It needs the coalescence of all Egyptians, enlightened minds, and pure hearts which know no malice nor hatred but is united in solidarity and cohesion on the path of rightness and general welfare with an undoubtful clear awareness of our common goal and destiny.

I am in no need to say that this great take off is no more an aspired hope, but an intact unquestionable national commitment. This take off in the first place requires security and stability, because the latter is the cornerstone of any structure. Its absence leaves a disabled mind, a weak entity incapable of performance, and a confused community struggling to determine its priorities and move according to plans in which each and every individual should know his position, fights and duties.

Every good citizen can contribute to such stability by abiding by the law, legitimacy, and respect for other rights as much as he cares for his own. Through a willing submission to the accepted social norms, and a readiness to blend with the rest, yet, preserving his entity as well as his exclusive creative ability, common objectives and aspirations can be achieved.

This security and stabilty can be attained at home by the cooperation of all categories of the people with the valiant police as they perform their honourable national duty, and undertake the greater role in safeguarding every citizen and every visitor in order to enjoy his stay in this hospitable country and contribute to its progress. Hence, they shoulder the most important aspect of responsibilities and it is our duty to exchange offers. We should express our gratitude and apppreciation through good words and honest deeds. We should always regard them under any circumstances as the vanguards of reconstruction and progress, protectors of the renaissance and the great historic transformation.

The Egyptian police perform their duty along with the valiant armed forces in one trench, for nationl security in its broader sense stretches its umbrella externally, simultaneously and equally, the interrelation of the two dimensions is explicit. Every achievement in domestic security enhances regional and national security, and consolidates our active and effective existence at all levels.

Brother and Sons

I was always sure that the wave of terrorism would break in the rock of this nation, thanks to the sacrifices of its honest sons and thanks to a great people who detected from the first glimpse the dimensions of the conspiracy, realized its aims and announced in a remarkable national consensus the categorical rejection of these groups.

I was all the time confident of the ability of the Egyptian People to reach their goal and find their way amidst all the strenuous challenges as they are deeply-rooted in civilization and modernization. They gave man his best achievements in the various fields beginning from agriculture discovery to the invention of writing, the division of work to the establishment of the first central government reigning from the Mediterranean Coast to the heart of the African Continent, in addition to other historic achievements upon which man relied to reach progress and development through the ages.

Thus, I am confident that Egypt will confront and conquer every challenge with greater vigour and determination to continue the march of construction confidently diffusing construction everywhere building schools, factories, institutes. cities and villages. Transferring the desert into green fields hopeful of a better future.

I never doubted that the cohorts of darkness will vanish under the sun of truth and that evil will be shunned away in a nation of civilization and construction and is shielded by tolerance and guided by the light of knowledge.

God willing the march will go on and destruction will not prevail and no one will succeed to undermine this edifice which the Egyptians achieved by sweat, sacrifice and blood.

The nation's march will move forward to its right destination, propagates construction, spreads peace, realizes progress and achieves the great renaissance under providence and guarded by great people, its scientists and intellectuals, its powerful army, its capable national police and its time-honoured history unapproachable by the ignorant or the hypocrite.

I ask God Almighty to crown our march with success and to enlighten our path. He is the Best Custodian and Supporter.
