President Mohammad Hosni Mubarak’s Address on Police Day
Brothers and Sons
Police Officers and Soldiers
When we celebrate the Police Day every year, we glorify the memory of brave men who sacrificed their lives in defence of the nation and duty. We honour the great values which constituted the national conscience of the Egyptian Police and formulated its sublime message in defence of the Egyptian people's right to live in a stable and a secure nation.
We honour the values of sacrifice which urge the brave Police soldiers to face dangers and accept sacrifice so as to make every citizen secure in life, honour and money.
We honour the values of dignity, righteousness and duty that make the prime requirement of the Police to protect every good citizen, to help the oppressed and to pursue the outlaws.
Above all, we honour a dignified national institution which co-lives with its people in order to protect its progress and maintain its security whatever the sacrifices are under the umbrella of adherence to duty and respect of law.
Over the previous years, the Police force went through bitter battles in defence of Egypt's security and stability in which they proved success and eligibility and did not hesitate to wage a battle, did not withhold any sacrifices and did not fail to apprehend the seriousness of the responsibilities due to the increasing human activity and the diversity of daily performances in an age of great increase and unprecedented complexity of dealings due to the emergence of new forms of economic and commercial activities accompanied by new crimes and unusual styles of outlawry.
In this historical phase, in which we have begun the execution of some giant development and civilization projects, we wage an over all battle to change the images of life in Egypt. To achieve this goal, we are required to get ourselves armed against all the consequences of the renewal battle and co-operate, regardless of differences in stances and responsibilities, to the effect of achieving progress. Progress is a common responsibility, not limited to a certain category or individual whom we expect to lead and be in the vanguard of builders and renewers. These achievements need an over all active participation and the co-ordinated effort of every loyal scientist and worker who lives in Egypt.
Regiments of urbanization spread today all over Egypt, invading the desert, conquering aridity, and poverty, extending greenery in every direction, and building modern plants, schools, hospitals highly equipped to secure a new comfortable life all over the country. It is a great responsibility that cannont be underestimated, a challenge to each and every citizen to prove that the grandsons of the great erectors are capable of sustainable creativity and progress.
This fierce battle demands working round-the- clock tirelessly. Each one of us should dig his way within the framework of a national plan after knowing where he stands. No improvisation or haphazardness, no monopoly in the contribution to this renaissance, no slackness, and no hesitation in shouldering responsibility. The great changes in the history of nations are only achieved through a fresh vision capable of bolting towards the future with a solid determination that can make dreams come true, and perform miracles.
First, we must provide stability as a prerequisite for perseverance in this battle. It needs concerted efforts of all categories of the people, The increase of creative work, and strenuous efforts from all Egyptians, profound awareness of the necessity of maintaining the strength of the internal front, and the homeland's ability to combat all hazards crossing its way, and threatening its march.
As we look forward to a brighter tomorrow rife with prosperity, responsibility grows before the loyal policemen of this country who are keen on its stability, and security, the protectoers of progress. Without the police force people can feel insecure regarding their lives and property, their present, and future. They would be incapable of proceeding with the battle till it ends fruitfully for the sake of the coming generations.
In these decisive moments that history will record with honour, the big role of the Egyptian Police emerges side by side with that of our gallant armed forces that have never- even for a single day- recoiled from the bitterest of wars, the greatest of challenges in defence of the homeland, its borders, its pioneer role, and time-honoured heritage. Under all circumstances, our armed forces were able to equip themselves with the power, and determination effective in the different situations. Thus, they deserve every appreciation, and greeting from us all.
Yes, the big role of the Egyptian Policemen has sprung. They are men who proved rare efficiency, and a high capability of assimilating the requirements of national work in this phase in protection of the people's achievements, and the rights of its institiutions, citizens, its great values, and high ethics. The Egyptian Policemen deter evil, and crime, pursue corruption in all forms as it is a danger we cannot overlook or slacken in uprooting. We must strike it with an iron fist regardless of those involved, yet, manifesting total, and indisputable respect for the rule of law, and principles of justice.
Let us greet the brave Policemen who go through these consecutive battles honestly, and their martyrs who gave their noble blood and souls in the arena of glory and loyalty. Thus, they set the best examples of sacrifice for the homeland, for righteousness, the rule of law and took a suitable place with the masses who bear the slogan of : "We die and long lives" Egypt.
Let us greet the great Egyptian people who set examples at all situations everywhere and proved that they lead the peoples that are aware of their national and noble mission. It is the mission of peace making, glory building and directing the potentials of mankind towards preserving life and entrenching progress by defending rights , fulfilment of duties and observance of law.
There is a third group comprising parents and instructors who fell short of fulfilling their duties or shoulder the responsbility. They left youth without guidance, and without inculcating the values or principles based on religion and good conduct . They left them in total loss and delusion, leaving them to perish. By so doing they have wasted the nation a generation capable of carrying the future responsbility. This is an infamous, disreputable crime committed not only against themselves and their kins but also against their country, society and above all religion and civilization
Due to this impatience, narrow-mindedness and absence of control, a dark falsified image of Islam has emerged contradictory to what we know from the Holy Quran and Prophet Muhammad. Thus, such a distorted image has come to insult Islam in the core. It is an image that makes more difficult, disunite instead of uniting and fill people's lives with sufferings and embarrassment although God Almighty wanted it to be rich, useful and mericful.
Expectedly, others are affected by such a distorted image judging Islam and its principles on these basis: either they lack the ability to distinguish between reality and fancy or right and wrong or some of them are hostile to Islam seizing the opportunity to launch an injust campaign on its teachings. Hence, they attribute fanatcism and extremism to Islam, and indulge in tightening the noose on its failthful followers and putting them unfairly under suspicion.
It is worthmentioning in this blessed night to know that it is our duty to combat decisively these images of perversion. We should speak out loud and make it clear through actions not words that God Almighty and Prophet Muhammad are absolved from all that. God Almighty has legislated Islam and sent Prophet Muhammad, a mercy to the whole world. God Almighty has made His rules, rituals and prohibitions sheer justice. No one is asked to do more than he can nor is he deprived from His givings.
God Almighty has ordered us to be sympathetic and merciful as it is unforgetable that Prophet Muhammad was keen, in his farewell speech, on urging Moslems not to encroach on others' honour and properties.
This is the spirit of Islam; a spirit of tolerance, compassion, cordiality and wise preaching; a spirit preserving individual rights, exalting people's position, calling for charity, forbidding vice, reinforcing people along the path of glory and progress. It is a spirit that creates an equilibrium between rights and duties and differentiating between right and wrong.
All these merits of Islam are in virtue of a sound logic and a comprehensive vision paving the way to a constructive life, protecting man from sin and securing him against disobedience.
In this blessed night, we pray that God Almighty may make our deeds earnest and useful. May God accept our deeds and prayers filling our hearts with welfare, love, and peace in a night that is " Peace until the break of dawn".
God bless you
