Mubarak’s Address on the Police Day
Brothers and Sisters Police Officers and Soldiers
It is auspicious, that our celebration of the Police Day this year coincides with "Laylatul Qadr", one of those great spiritual days of the glorious month of Ramadan. This occasion is a test of the believers, ability to curb their desires, avoid sins and follow the example of the rightuous ancestors; an occasion when the doors of heavens are wide open for all creatures to derive guidance.
Greetings to our Arab nation and our Islamic peoples on those blessed days. Greetings to our daring policemen on their glorious day that embodies the values of sacrifice in defence of duty. This is an occasion that asserts the deep-rooted national affiliation of this time-honoured police institution that has always stood by the side of the people, safeguarding their security and stability, protecting their integrity against impending threats. The police forces have existed side by side with the people in every site, protecting their present, tomorrow, integrity and property. They are undertaking their sublime message with a daring spirit and self-denial, strive hard to make their performance an example of commitment to duty and respect for the rule of law.
Throughout the past years Egyptian police has faught brave battles against the terrorist groups which sold themselves to the devil and turned their bayonets towards their homeland; jeopardizing its security and safety and seeking to strike at its interests, in execution of foreign schemes aiming at impeding Egypt’ s progress.
The Egyptian police has managed to abort the danger posed by such groups and dealt fatal blows to them, thus foiling many of their plans. To this end, many undeniable successes have been scored. So, it is improbable. The negligence that has occurred in certain cases should not, therefore obsecure from our memory the heroic efforts exerted by the Egyptian policemen in fighting those misled factions nor should it wipe out the great successes they scored in striking and undermining the sub-structures of such group, penetrating their organization, encircling their activities and draining out their sources of finance. Thus, they have been actually rendered as merely isolated criminal pockets on limited areas of Egypt's vast lands, waiting to seize any opportunity to commit their hideous crimes.
The Egyptian police has pursued its sublime message, stretching out its security coverage over each village and hamlet, providing security for each and every site of Egyptian endeavour and new urban communities and protecting every achievement on Egypt's soil. Construction and urbanization can be undertaken or firmly established only in a secure and stable climate, where all living are self-assured of their present and future.
The great and legitimate aspiration, now cherished by every Egyptian, for a national comprehensive awakening that would bring about a decent life and better prospects for citizens and progress and high standing for the homeland would have never found the chance of coming true had it not been for stability, which is the cornerstone for any human progress. As a prerequisite for stability security, and safety should be provided for all, respect for law should be deeply-rooted in the community, criteria of justice be uniform for all citizens. Justice should be protected by an able national police force, that safeguard the security of the homeland and citizens, as well as the cohesion of the home front and fends off the evils of crime.
I need not reassert that the major role played by the police in safeguarding stability is one of the main factors that have made it possible for Egyptian development endeavours to spread over vast areas of Egypt's territory.
Security is definitely a necessity of life and survival; an indivisible whole, the constituents of which are combined in a single objective, i.e; to face crime in all its forms. It is the hedge that makes the citizen feel safe as for his life and property. It is the protective shield for democratic progress and climate of freedom. It further safeguards social cohesion and maintains the underpinning for growing economic prosperity.
We do back without limits, the efforts exerted by the Egyptian police to safeguard public funds. We impose no restrictions except for the requirement to abide by the law, not to judge people based on suspicion and ensure proper safeguards that provide that accusations are sound, serious and based on solid evidence.
In a society that adopts economic liberalizations systems and market laws, it is incumbent on the police to provide all elements of security to Egyptian market, protect commercial activity against fraudulent and imitation practices, provide necessary guarantees to secure commercial, economic and monetary dealings and address new crimes where sophisticated technologies are used to undermine the national economy or penetrate its financial institutions.
Of no less importance is the role of the police in preserving the national social entity from the evils of a vicious, ungodly faction that are making huge fortunes out of poisonous drug trafficking which destroys the minds of youth, spoils their souls and frustrates their resolve.
Brothers and Sisters,
We are embarking on a new breakthrough which requires the efforts, enthusiasm, and moral, physical and financial support of every Egyptian to contribute to the march of progress and construction.
This will give Egyptians full confidence in a homeland, where individual rights, rule of law and equal opportunities are highly respected, a homeland governed by national institutions with stable polices, whose first and foremost goal is to realise the welfare of the Egyptian citizen.
Our duty is to deepen, through the behaviour of our institutions, this feeling for every citizen in order to guarantee the largest possible participation of national forces.
The Egyptian police has won the respect of all for its strict discipline, keenness on performing its duty in full compliance with the provisions of law and responsible awareness of the requirements to undertake its sublime mission within right principles. Within this framework, the weak and the wronged are protected and supported, all citizens are equally treated and the rights of the Egyptian citizens are preserved. This is no strange practice for the Egyptian police who are the sons of this nation and part of its national texture. They take roots in the heart of this nation; they live its hopes, dreams and pains; defend its national security with a true feeling that they are defending their families and relatives.
The Egyptian police spares no effort for the protection of the people, nor have Egyptian citizens withheld their support in any form from the police. Had it not been for the peoples' support to the police in its brave battles, it would have been impossible for the police to succeed in all its battles.
I look forward to more relations of cooperation and mutual confidence between the police and the people, because the successful performance by the police of its duty relies to a great extent on the extent of cooperation it receives from the masses.
The police forces cannot be stationed in each and every street, alley and spot. However, it could live in the conscience and mind of every citizen who wants to maintain security for his country, neighbourhood and home.
Should every citizen demand security and stability as a right for him, which they actually are, then it is incumbent on him to perform his duty to serve security requirements.
Failing the combined cooperation of both citizens and the police, the provision of security in any society becomes extremely difficult. Security and stability can only be provided when the people with all its segments join forces with its police, appreciate its significant role and become completely aware of the heavy sacrifices the police offers.
In this sense, security becomes the responsibility of every law-abiding citizen who observes the provisions of the law, respects the rights of others and balances between his demands and the rights of the community; his own freedom as well as those of others and performs his role as a citizen who takes his share of responsibility as a partner to the country's security and progress.
Brothers and Sisters
The criminal elements will never succeed in blocking the Egyptian progress track. They will never be able to pull down the achievements already made by the Egyptian people through long years of strenuous struggle, which had entailed much suffering, sweat and tears, before the prospects of a brighter future have been wide-open.
Never will the forces of darkness obstruct the progress of the shining light.
Never will the advocates of regression block the doors of the future.
Never will the enemies of Egypt succeed in undermining its aspirations. Egypt's progress now rests on such firm grounds that are too strong to shake or undermine.
We have an emerging economy that derives its strength from multiple sources and depends on the exertions of great people engaged in a comprehensive battle for development covering all fields, rather than on a single source of income and livelihood.
With its giant projects, Egypt has embarked onto the era of great expectations targeted to restructure life on its land in the interest of its citizens.
No one will be able to undermine or jeopardise such expectations.
Massive projects currently under construction in the Southern Valley, east of Owainat, north of Delta and Sinai extensions, all represent bases of our national economy. Thus, Egypt's firm urban map is being recharted; its inhabitants are provided the opportunity of moving out of the narrow valley.
Hundreds of thousands of new work opportunities are created. New areas in excess of one million feddans of the most fertile cultivated land will be added within a few years.
A new civilisation will be established in the Southern Valley, based on advanced agriculture, massive mining industries and all-embracing urban centres, where prosperity is spread out on every corner of our good earth.
Nobody will be able to stop this massive human endeavour, which rests on the shoulders of a whole nation. Nobody will be able to thwart the aspirations of a time honour nation, fully-resolved to restructure life on its soil, in continuation of the march of ancestors; the greatest
builders in man's history.
The people have known their way and no power can hinder or reserve their progress. Egypt's progress rests an emerging economy, with multiple resources that has gained the confidence of both Egyptian and the world. The doors have been wide-opened investments for investment in trust of Egypt's security and stability.
This economy is based on a democratic system, where participation opportunities are open for social groups, rule of law is respected, different and multiple opinions are allowed
