Under the new world order, the promotion of education is seen as one of the most important pillars of revival and advancement. Accordingly, a tangible achievement in the educational services has been made in recent years. Based on the principle of “Education for excellence for all”, this endeavour is exerted within a multifaceted, self-complementary system involving the role of education, teacher, curricula, training assessment methods and integration of technology into the educational process.
 

Education Investments in 2002/03:

 Education investments are estimated at LE 3.4 billion of which LE 2.9 billion are public investments at a rate of 85.3 percent and the remainder are private investments.

Education and Technology: Computer ... medium of the time from Mrs. Suzanne Mubarak to all Egyptian children.

 The Ministry of Education has taken several measures to boost the infrastructure of education technology as follows:
 
1-  Introduce Modern Technology to Schools.
2-  Boost the Technological Development Centre.
3-  Increase the Production of Advanced Education Software.
 
4-   Educational Computer:
 
The Ministry of Education pays great attention to the teaching of computer in schools, using it to improve the educational process through introducing computer into educational curricula at all stages nationwide.
 

Advanced Educational Centres:

 These centres include:
 
1-   Mubarak Education City:
 
Mubarak Education City, the biggest of its kind in the Middle East, is located in the 6th of October City on an area of 243,600m2.
 
The City is hooked up to a hi-tech communication and information net with local and foreign technological development and exploratory centres.
 
2-   Suzanne Mubarak Science Exploratory Centre (SMSEC): Suzanne Mubarak Center for Sciences and Technology
 
The centre is the first of its kind in the Middle East as it helps shape a futuristic mindset by focusing on future sciences such as:
 
-  Genetic engineering.
-  Computer sciences.
-   Alternative energy.
-   Biological sciences.
-   Space science.
 
This centre is only a prelude to a chain to be set up of similar centres in different governorates.
 
3-  The Educational Complex in Ismailia:
 
The educational complex in Ismailia, built on 140 feddans, paves the way for better education and is a brilliant reflection of proper education.
 
International Cooperation and Partnership:
 
Mubarak-Kohl Project (German Partnership)
 
The project aims at upgrading technical education and vocational training through the application of the dual education system as applied in Germany, in a way that fits Egyptian conditions and benefits from the German expertise. The project covers more than 20 cities and specialties such as tourism and electronics will be added. Percentage of project graduates employment hit 100, henceforth, the German government extended the project duration until 2008 and offered a grant of million Euro.

-  Number of pupils admitted to pre-elementary stage rose to 217,652 (boys and girls).
-  Number of pupils admitted to elementary stage rose to 1,402,653 (boys and girls)
-  Number of pupils admitted to preparatory stage rose to 1,318,171 (boys and girls)
-  Secondary Education:
-  Number of students admitted to general secondary education rose to 454,542 (boys and girls)
-  Numberof students admitted to industrial secondary education rose to 358,389 (boys and girls)
-  Number of students admitted to commercial secondary education rose to 284,902 (boys and girls)
-  Number of students admitted to agricultural secondary education rose to 95,393 (boys and girls)

Al-Azhar Education:

Number of the pre-university students admitted to al-Azhar education rose to 167,616 (boys and girls) in 2002/03 in the elementary stage, 128,181 (boys and girls) in the preparatory stage and 100,814 (boys and girls) in the secondary stage.
 
-   Number of students admitted to specific education (Quranic recitation) hit 7,673 (boys and girls ).
-    Number of enrolled pupils in elementary education rose to 767,286 (boys and girls).
-    Number of enrolled pupils in preparatory education rose to 322,736 (boys and girls).
-    Number of students enrolled in the specific education (Quranic recitation) rose to 14,160 (boys and girls).
-   Number of students enrolled in the secondary education rose to 278,134 (boys and girls).
-   Number of al-Azhar institutes rose to 6501 covering different education stages.

-   Number of universities (governmental and private) rose to 18 in addition to al-Azhar University and the American University in Cairo (AUC).
-   Number of colleges and institutes rose to 419 excluding al-Azhar, AUC and private universities.
-   Number of admitted students in colleges and institutes hit 143,00 (boys and girls) in 2002/03.
-   Number of enrolled students in governmental university education hit 1,239,441 (boys and girls) in 2002/03.
-   Number of enrolled students in colleges and institutes of the Ministry of Higher Education hit 462,057 (boys and girls) in 2002/03.
-  Number of graduates of higher colleges and institutes hit 103,600 (boys and girls) in 2002/03.
-  Number of teaching staff in colleges and institutes hit 4,400 members in 2002/03.
-  Total expenditure on higher education mounted to LE 556 million.
-   Number of students in high and intermediate institutes hit 128,857 (boys and girls).

The description includes 17 technical and intermediate nursing schools and 16 post-graduate institutes.
 
Al-Azhar University:
 
-    Number of colleges in Al-Azhar University hit 59.
-    Number of admitted students hit 89,117 boys and girls in 2002/03.
-    Number of enrolled students hit 309,921 boys and girls in 2002/03.
-    Number of enrolled students hit 309,921 boys and girls in 2002/03.
-    Combat of Illiteracy and Adult Education:
-    Illiteracy rate for the 10-above-age group dropped to 29,1 percent in 2002/03.
-    Number of females enrolled at anti-illiteracy classrooms went up to 73 percent.
-    One-Classroom Schools for Females:
-    The one-classroom schools for educating females were established to offer equal
-    opportunities to girls in over-populated areas.
-    The project aims at establishing 2,649 one-classroom schools spread all over the country especially in villages, hamlets and remote areas. These schools are meant to absorb 8-14 years old girls who have never joined any elementary school with an estimated number of 55,602.
 
Overseas Mission :
 
The state has systematically adopted the policy of sending missions covering all fields of specialization to different world countries.
 
Necessary investments have also been provided to cover expenses of university and higher education teaching staff dispatched on missions.
 
Second: Scientific Research
 
The state accords substantial attention to scientific and technological research as an essential tool for achieving development. The state also fosters different scientific research centres and provides them with all necessary research and exploration capabilities to bring them optimal use in the comprehensive development process.
 
Investments in Scientific Research:
 
Under 2003/04 plan, investments of LE 497 million were allocated for scientific research projects under governmental sector i.e 2.7 percent of governmental investments.
 
Major Scientific Research Centres:
 
There are 13 centres affiliated to the Ministry of Scientific Research. Research and studies centres under various ministries totalled 219 and 114 in universities salient of these are:

Technological Projects:
- The National Project for Technological Promotion:
 
Phase I of the project comprises 34 enterprises. Total investments involved hit LE 1.1 billion including LE 950 million contributed by the private sector.
 
- Technology Valley Project:
 
It is located on the eastern bank of the Suez Canal within Sinai Peninsula on an area of 16,500 feddans. The project aims at setting up an estate specialized in the high quality technological industries such as electronics, biotechnology,…etc. The area will house several advanced industries from all over the world. The project's total investments are estimated at about US Dollar 12 billion.
 
- The Modern University for Sciences and Technology:
 
Founded in January 2000 on an area of 300 feddans in 6th of October City, this project will greatly push forward Egypt's prospects in science and technology.
 
- Technology Smart Village:
 
President Mubarak inaugurated Phase I of the Smart Village project on June 19, 2003. It is deemed a major step that puts Egypt on technology super highway. It also contributes to the National Project for Technological Promotion which President Mubarak called for in 1999.
 
The project comprises three phases that end by 2007 with total investments of LE 2 billion. The village covers an area of 317 feddans, of which only 10 percent is built up and 90 percent green areas and roads.
 
The Smart Village Company was founded with a capital of LE 100 million of which LE 80 million were contributed by the private sector. The Ministry of Communication and Information; the main shareholder, contributed LE 20 million to the project.
 
The Village Activity:
 
-  Software industry.
-  Information and Internet services.
-  Assembly of computer and peripheral equipment.
-  Information and communication technology training.
-  Commercial activities in the field of information and communication.
