Youths represent Egypt's great asset on which effective participation is based, to achieve sustainable development and take off towards the future. For this purpose the state's institutions and organizations cooperate to prepare and upgrade teenagers and youths spiritually, mentally, and physically.
Also, they provide them with all socio-economic and cultural potentials for these promising generations to coup with the new age whose technological achievements depend on think-tank and creative minds, that can create and innovate.
First: Youth 
The state accords great interest to this vast sector which represents 41% of the population.
In 1956, law no. 197 was issued to establish The Supreme Council for Youth Care, with the object to realize bases of power and care for youths, through physical and social education. In 1978, a Republican decree was issued to establish a new youth ministry. The decree included a new element in the field of youth care and organizing work, as it stipulated establishing youth directorates in the governorates.
In 1979 the Supreme Council for youth and Sports was established.
The 1980s witnessed activation of youth participation and increasing their representation in the decision-making institutions, spreading the youth's parliament programmes, planting culture of private business, improving training programmes and centres, supporting the civil society organizations and the non-governmental organizations, and providing them with facilities and technical aid to activate their role and to promote culture of volunteer and concepts of both societal and social responsibility, of individuals.
In 1999, a decree was issued to organize the youth ministry. Its third article stipulated establishing Youth and Sport National Council. Bringing this into effect . Youth and Sport National Council was established in 2003 with representatives of different ministries concerned with Youths, beside a representative for women and another for Youths.
The state provides services for youth through a package of machineries and work programmes, including : Social Fund for Development (SFD).
One of the Important Social Security Network in Egypt:
The Social Fund for Development (SFD) is considered the first Egyptian socio-economic security network aiming at decreasing extremity of poverty and rate of unemployment. It was set up in virtue of a decree no. 40 1991, to support the Egyptian economic reform.
The success of the SFD was a motive to issue decree no 434 of 1999 to establish the small scale enterprises agency under the umbrella of the SFD to take care and support the small enterprises that has showed its effectiveness in providing real and productive job opportunities at a suitable coast, raising families and individuals income, absorption of the semi-skillful manpower, diversity of products in structure of the national economy and absorbing technology and local row material.
In addition, the first Egyptian law on developing small establishments was issued in June 2004 in recognition of importance of the small enterprises for being a locomotive for Egyptian comprehensive development.
The SFD has its own machineries to generalize, transform and implement the infrastructure projects, provide potable water and sanitary drainage, develop irrigation means, roads and improve environment in parallel with social environment programmes in health, education, illiteracy and child care, empowering women empower and promote human resources in a way these programmes form together the appropriate ground for setting up successful growing small projects.
Since its creation the SFD has succeeded in pumping more than LE 6.7 billion in development such as:
-More than LE4.3 billion to finance 208 thousand small enterprise, that provided 750000 job opportunities.
-About LE 1.3 billion, for the infrastructure utilities projects, that provided 311000 job opportunities.
-LE 875 million for the societal development programmes, that provided about 26000 job opportunities.
-The SFD's strategy is to spread culture of private Business and small Enterprises:
-290 some loan accesses in the banks were prepared as well as a planning cooperative programme with the universities was drawn up to spread the concept of private business and promotion campaigns were launched in this regard. Due attention was paid for the non-governmental societies, ceaseless training for small investor and skills more than 320 specialists and about 600 managers were promoted.
-Implementing work market programme and completing a classification programme for about 600 professions, which were put on an integrated database.
-Improving the electronic administration systems (MIS) to hook up all the SFD's regional offices with customers and the SFD's headquarters and participation in Cairo International Fair with about 25 products showcased by 100 exhibitions, and cooperating with the Industry and Foreign Ministry and Helwan University to put 50 improved industrial products on equal standards.
-Embarking on a programme of raising limits of income of Egyptian villagers through a finance of LE 107 million.
Establishing two services units for the small establishments in Giza and Alexandria.
-Contributing to implement and finance project of Cairo Taxi.
-Cooperating with Youth and Communication Ministries in operating the technology clubs on economic bases and developing youth centers activities.
-Making the best use of the over employment in some businesses sectors, and embarking on the project of recycling wastes in cooperation with the Environment Ministry and the Federation of economic development associations.
Youth and Sport Market…
a Major Access for Youth's Products Marketing
They are organized every year by the Ministry of Information in cooperation with SFD.
In 2005 the 25th youth and sport market depend with the participation of the ministries, universities and the Future Generation Foundation as well as the governmental and non-governmental organizations that the SFD deals with.
This market is considered the greatest and the most important ones held by the SFD for marketing the high quality and competitive prices manufactured by means of small enterprises financed by the SFD. Volume of sales and contracts reached LE 126 million.
This year, the market included a special section for banks working in financing small enterprises. It also included a section for the Arab union for small establishments which posted the Arab communities on its goals and development missions in supporting and developing the small enterprises in the Arab area.
Mubarak National Project for Young Graduates:
One of the projects created for the youths' sake. It started in 1986 and beneficiaries' number hit 666000 who got titles deeds of 277,000 feddans. Reclamation and distribution of lands in Toshka to young men and small farmers are taken place. For the first time, the SFD finances youth projects of land reclamation and the agricultural projects with the object of increasing the cultivated land and the agricultural products in general.
Youth Housing
In 1995, the youth housing project started and was completed in phases. It comprised about 400,000 housing units for youth and also the future housing project. These were completely handed over.
The state's plane provided a finance by which 30,000 of improved economy-level housing units were constructed with facilitation rules of the state.
The National Project for Young Graduates Training-Aiming at Realizing Qualitative Development for Society and its Constitutions
Since 2000 the state Ministry for Military Production had taken over the young graduates training and preparation for the work market, in order to solve the problem of unemployment for the holders of high, intermediate and above intermediate certificates, through training them on professions, crafts and skills to increase their chances for work opportunities, in an effective way that combines between theoretical knowledge, practical skills and needs of society.
This project passed through 4 phases. More than 400,000 youths were trained with a cost of LE 285 million. About 100,000 of them adopted works in both public and private sectors.
Second: Sport
Ancient Egyptians practiced sports and gave it great interest, for the sake of health and power. One of the main elements to rule was to run (to make a run race) which was called (korban race).
Pictures drawn on tomb walls show that most games are basically Egyptian. Egyptians practiced various sports in both Turkish and Mamlouki era. But modern sports were known by the Egyptians during the British occupation in 1882 under the rule of Khedive Abbass Helmi. The first Egyptian team began in 1895 and was called “Nashed” team according to its founder. Clubs started at the beginning of the 20th century. The first official cup was known by Egypt in 1913. In 1921 the first Egyptian football union was established as well as the first swimming pool, which was related to the Ministry of Education. In 1922 The Prince Farouk Cup was started which become Egypt's cup. Sports witnessed an Egyptlization movement included all unions. Egypt realized 16 Olympic medals during 1928-1948. Moreover, Egypt participated in the Olympic games in Belgium in 1920 as well as in the World Cup in 1934.
After the July Revolution in 1952, youth centers and village's clubs were established all over the Egyptian governorates and also tens of playgrounds and stadiums. Proudly, the Egyptian football team rose to the finals of the World Cup in Italy in 1990, also it won the African Cup in 1986 and 1990 as well as winning the world handball Championship for Juniors in 1993.
Egypt participated in Athens Olympic Games in 2004 where it won 5 medals (gold, silver and 3 bronze medals). In 2004 the Egyptian military team won the African Championship for football for the fourth time in its history and for the third successively. It also won the World Cup in Germany in 2005.
The Egyptian Sport's Edifices
The plan of the sport's activities has extended to cover all Egypt. The youth and sport's constructions have improved to become educational and cultural institutions to build body, mind, and behaviour as well as planting the values of citizenship and belonging in youths:
-Number of stadiums in Egypt reached 25 among which are Cairo International stadium with a capacity of 27,000 spectators and the Military College Stadium and Port Said Stadium with a capacity of 45,000 audience each.
-After the inauguration of the indoor games hall in Almansoura Stadium in Daqahlia governorate 2005, the indoor games hall reached 35. 73 swimming pools and about 6784 playgrounds in clubs and youth centers, in addition to 20 playgrounds in 2005. 5214 halls for activities.
Mubarak Sports Complex:
It lies on the airport road and is considered an edifice for sports where tens of various sport's playgrounds are in, besides the related services. It Comprises:
4 playgrounds for the pentathlon, 4 baseball playgrounds, also 4 volley ball playgrounds, and 5 for the tennis, also 4 for squash and a race track for bicycles and running. Moreover, there are 2 playgrounds for ski and two halls for both bowling and billiard as well as a gymnasium hall, vapour hall and video games hall. Besides, dressing rooms, restaurants, shops and cars barking. The project will be continued by the end of 2005.
The Improvement of Sport's Construction
2004/2005 witnessed the improvement and renovation of Cairo Stadium to be prepared for the African Cup for football championship. Also the inauguration of the indoor games hall in Mansoura Stadium in Daqhlia, and that of the labour social institution related to the General Union of the Egyptian labour's syndicate in Shobra el Khema.
In addition to a great interest given to the Youth Camps in Abi Qeer in Alexandria, Raas el Bar, and Hergada.
Youth Centres:
Youth centres are 4388 distributed all over the country. Believing in its role, The National Project for improving Youth Centres is implemented, as well as making productive centers of developing features where various cultural and social services are produced and also it exercises an effective role in improving aspects and values prevailed in the different youth sectors.
The youth Ministry has allocated Le 37,5 million as aids for the youth centers in the governorates to support the different activities in these centers.
30 centres has been constructing and will be completed in 2005/2006. 339 youth centres in the villages all over the governorates are developed to become 2966 developed centers with a total of 72 percent at the youth centres.
Development of the voluntary spirit and spreading culture of free work:
176 projects for social services and developing environment were realized, as well as 20 medical and cultural integrated convoys through the initiative of serve your country in 13 governorates where 280,000 young men and women benefited from youth Empowerment and supporting their participation in public life.
According to the changes witnessed by the society, many new programmes were created of which are:
The productive youth centers initiative. The programme of spreading culture of free work. The programme of civil education for youth (of which are the new generation and youth parliaments)-Technology Club for Media-The Digital Olympic.
The Preparation of sport Champion Programmes:
The policy of the youth Ministry concerning with preparing sport's champions is based on taking care of the individualistic games to realize touchable achievements; through:

Women and Sports.
Women were integrated in all sport's institutions and activities of the most prominent are:
The amendment of draft for the basic system of the Olympic federations and clubs in 2000, to empower women to adopt the membership of board of directors. In December 2003, number of women reached 15 in the board of directors membership.
- The supreme Council for women's sports was established in 2001
- Establishing a new department for women sports under the sport sector of the youth Ministry in 2002.
- The number of women participating in sport federations at the beginning at 2004 was 29658 women, and 7336 woman in the sport's clubs, as well as 1132 in the qualitative federations and 930181 registered at schools.
In 2005 the Egyptian women champions won gold medals. Heba Abd el Rahman won gold medal in the Mediterranean Games in Spain for 63 kgs weight-lifting and Nahla Ramadan (weight-lifting) won two gold medals for the 69kgs.
Peoples of special Needs.. Challenging sport:
The state provides professional training and qualification as well as sportive training for peoples of special needs since 1982 sport centres for the handicapped has been established and 25 specialized centers were distributed in 20 governorates to train them in the field of athletic games, basketball, volleyball, weight lifting, swimming and table tennis.
The handicapped people realized great scores on sports and they challenged their disability.
