Within the framework of the ICS's efforts to develop underprivileged areas (slums), Nasser's locality assigned a 6-hall building in ed-Doweqa area for the central ICS in 2004 for Mansheet Nasser's Development Project. Through this project, ICS aims to set an example of liking a many services, i.e. illiteracy, and specialized vocational training on the one hand and revolving loans on the other hand.

The project is designed for raising the standard of living of the dwellers and promoting human integrated care 22development by means of getting youth to acquire needed skills, develop their practical efficiency through specialized vocational training, with the ultimate goal of having appropriate job opportunities.

Besides, the project comes as a bid to inculcate the concept of self-independence in the minds of the youth in setting up their small-scale projects through revolving loans, on condition that they obtain illiteracy certificate.

It is worth mentioning that the ICS concluded an agreement with the Social Fund for Development, in December 2004, for financing illiteracy activities within the project and another agreement with the German GTZ agency for financing revolving loans' services.
