The state gives top priority to the social dimension in all developmental and economic policies, giving special care to those brackets in need of economic subsidy and social protection without distinction.
 
The year 2007 witnessed an increase in the number of beneficiaries of the social security pension, amounting to 908, 000 families. The Cabinet decided to increase pension to LE 80-100 per month instead of LE 50-70. The scholarships value was doubled from LE 20 to LE 40 per month for every child with a minimum limit of 5 children for every family. The number of the beneficiaries’ of the female breadwinner programs and the producing families’ projects and those obtaining loans hit 1, 5 million with an increase of 500,000 families. The year 2007 also witnessed adopting special measures aimed at helping the Egyptian families, including reconsidering rationing cards system so that other basic commodities such as sugar can be better subsidized.
 
In this respect, the state is fully aware of the fact that legitimacy of rule emanates from the ability to provide essential services for all citizens, improving quality of life, raising the standard of living and indicators of human development given that man is the main pivot, maker and target of development.
 
First: Social Welfare
 
Within the framework of development policies, major achievements have been achieved during 2013-2014.
 
1 – Family and Childhood:
The state gives outstanding attention to the family and its various members, i.e. children, women and the elderly, being the social cell that shoulders a major burden in the development process.

 2 – Women Development Projects:
These aim to provide opportunities to women in order for them to fully participate in developing and promoting society.
 
3– Projects of Productive Families and Vocational Formation:

The project of productive families is a social project of an economic nature that aims to channel family efforts; turning them into a productive unit, to absorb unemployment and make use of materials available in the environment.
 

Egypt has 71 vocational training centers under the Ministry of Social Solidarity. These centers train children who drop out of education on different vocations. The Ministry is currently updating these centers, and developing their functions, and providing them with new training experiences.  The certificates obtained by the trainees at the end of their training are considered as qualifications for employment in different factories and companies.  In this regard, an agreement was signed between the Ministry and the German University to establish more than one modern vocational training center and receive certain skills to provide new jobs. And through communication with the Federation of Industries, these centers have been placed at its disposal to graduate trainees that are needed in the labor market and are enrolled to work as soon as they finish training.

 

 
4- Social Rehabilitation:
Social rehabilitation aims at helping and utilizing potentials and skills of people with special needs; thus enabling them to positively participate in development programs and act as a productive member of the society. A number of programmes and mechanisms were devised, namely the establishment of 158 social rehabilitation offices.
 
The number of rehabilitation projects reached 12 in 2013/14, benefiting 819 cases with special needs in Safour village.

5- Social Defense:
Social defense programs, activities and institutions aim to protect society members through guidance, preventive, health and psychological care and converting delinquents into a human power capable of leading a productive life.

6 - Social Security:
The umbrella of state-supported social security pension was expanded, with the aim of maximizing benefits of the productive family project and raising the standard of living of these families. The total number of social units that disburse security pensions has reached about 2243 countrywide.

- The number of social security pension beneficiaries rose to 1,300,000 families.
- The number of children benefiting from it totals 1.9 million at a cost of LE 30 million.
- Increase the allotments of the social security programme at a steady rate, hitting 80%.
 7- Social Care NGOs:
NGOs in Egypt are some of the most important social institutions that support governmental work with the aim of promoting and expanding social development care programs.
In 2005/06, number of non-governmental organizations hit 21558 with a total cost of LE 2901915, of which about LE 59571 are governmental financial aid.
         Substitute Care Families:

The Ministry is studying the development of the foster families’ system so that it may issue a legislation that allows anyone who wants to foster a child at his home and with his family so as to take all necessary procedures that are taken by Islamic countries that preceded Egypt in this direction; the Ministry will hold a conference on this subject soon.  Currently, there are 8 000 foster families in Egypt. A committee was formed to count the problems that hinder the spread of substitute family system and provide a detailed report on them in order to prepare a memorandum on that matter to be submitted to the coming parliament to issue the necessary legislation for that.

 

 
Second: Social Insurance
 
The state constantly seeks to provide insurance coverage to all working individuals; it also seeks to guarantee the effectiveness of insurance benefits to meet living needs and suit social and economic circumstances.
 
In 2005/06, the state contributions to the pensions funds totalled about L.E11billion .The number of insured people rose from 10.3million to 19.2 million. Insured people are now permitted to benefit from the private insurance system concomitant with the governmental insurance system.
The value of disbursed pensions rose to L.E9.25 billion.
Number of pensions and eligible beneficiaries rose from L.E3.9 million to 7.6million .
 
  

            Development of Nasser Social Bank:

Nasser Social Bank is affiliated to the Ministry of Social Solidarity and plays an important role that is complementary to the role played by the Ministry in helping the poor and the needy. The Board of Directors of the Bank has been changed during the year 2014 in order to boost work in it to provide more financial services to be (Bank of the Poor) in Egypt.

And it will have a more positive role in the fields of housing for newly married; and small projects, among other banking services that mitigate the difficulties of life on the shoulders of the poor and low-income brackets. In the following, we present Nasser Bank's efforts in helping the poor through 2014:

·           The bank has disbursed L.E 26.3 million to provide the basic needs of poor families, especially cases of illness and adversity, through granting cash aids to a number of 21791 beneficiaries.

·           The Bank, through the Family Insurance Fund, has implemented the rulings of maintenance and wages for the husband, the divorced, children and parents by an amount of L.E 650 million where a number of 1.84 million have benefited from.

 


 1 – Employment:
The state is keen on striking a balance between labor supply and demand, by providing real productive job opportunities to absorb new entrants to the labor market in addition to withdrawing from the existing stock of unemployment.
 
In 2005/06, number of employees reached 19.7million .In this vein, Ministry of Manpower and Immigration releases a monthly bulletin of recruitment to brief youth and job – hunters of the available job opportunities at home and abroad.
 
2– Facing Unemployment:
Addressing unemployment and providing job opportunities for the increasing number of workers have become a real challenge for society. Thus, the 2003/04 plan aims to increase the capacity of the Egyptian economy, especially the private business sector and small enterprises to absorb the increase in the  workforce and to draw from the existing unemployment stock. 
 
In 2005/06, workforce hit 21.8million and expected to reach 22.4 million in 2006/07 at a growth rate of 2.8 percent. Thus, number of unemployed would drop from 2.1 million in 2005/06 to 2.08 in 2006/07.
 
- The Ministry of Manpower issues a recruitment bulletin monthly to inform youth and job seekers of job opportunities at home and abroad and their conditions of employment. Moreover, it issues a pamphlet showing opportunities to the private investment sector based on vacancies earlier advertised in the recruitment bulletin. In this respect, the Ministry has been instrumental in employing 38,224 youths, in addition to 2,818 of qualified people with special needs.
 
-  Number of Egyptians working abroad hit 784912 on June 1,2006, out of which 347824got a work license for the first time while 437088 renewed their licenses. 
 
- The Ministry implements its training plan via its manpower directorates in governorates and at its vocational training centers that are affiliated with it or at the training facilities of other departments amounting to 37 centers and 972 sites. A number of 4,471 trainees completed programs involving skills for 30 vocations needed for domestic and foreign labor markets.
Salient Achievements of Care for Workers Abroad from June 30, 2002 to June 30, 2003
 
- Total overseas employment contracts provided for the first time to Egyptian labor reached 41,178 contracts.
 
- In the context of monitoring enforcement of law No. 10 of 1991 regulating the activity of employing Egyptian labor abroad, 42 recruiting agents have been licensed, and 62 existing agents have issued license renewals.
