The total budget France earmarked for cultural, scientific and technical cooperation in 2006 is €10.9m.

Promoting the French language remains one of France's top cooperation priorities. The 65 establishments (religious congregations and former secondary schools of the nondenominational mission), in which French is a language of instruction and which are attended by 44,000 students, are the core of this cooperation as well as a breeding ground for the French university program.

The French University in Egypt opened its doors in Shorouk (Cairo suburb) in October 2002. France provides it with logistical and financial support. For the 2005-2006 academic year, the university boasts 330 students distributed among three different faculties - applied foreign languages, management and information systems, and engineering sciences - who all signed agreements with French partner universities for the awarding of joint diplomas.

In the area of research, activities are based on:

A leading position in the field of archaeology, with 11 missions and the prestigious Institut Français d’Archéologie Orientale (IFAO) in Cairo.

CEDEJ, the French social science research centre, a unit of CNRS, plays a key role with its Franco-Egyptian teams (26 researchers) in researching and training research techniques on modern and contemporary Egypt and the Arab world.

Egypt has been the seat of The Institut de Recherche et de Développement since 1987.

Archaeology <
Within the French International Co-operation and Development Directorate of the Ministry of Foreign Affairs, a sub-department is in charge of archaeology and social science supporting the research of a number of archaeological missions in Egypt:

"Ayyoubide Wall": Islamic Cairo.

"El-Adaïma": A predynastic site in Upper Egypt.

"From Koptos to Myos Hormos": Small Roman forts on the Myos Hormos route.

"Karnak": Franco-Egyptian Centre for Research on the Temples of Karnak.

"Khashm al Minayh": In its Umwelt.

"Saqqâra": Pyramid from the end of the Ancient Empire, Pyramids texts.

"Tanis": French archaeological mission.

"Tell el Herr": Franco-Egyptian mission in north Sinai.

In July 17 2007, An agreement was reached between Egypt and France to make use of the expertise of the French Cultural Center in training journalists, correspondents and spokespersons in the various state agencies.

Minister of Culture Farouk Hosni and his French opposite number Christine Albanel together opened the Exhibition "Bonaparte and Egypt: Fire and Light" at the Institute of the Arab World in Paris.

The Exhibition covers a century of relations between Egypt and France.

Within President Mubarak's visit to France on December 14, 2009, French President Nicolas Sarkozy handed over to Egypt five Pharaonic artifacts, confirming that France, the homeland of civilisation, Paris, the capital of enlightenment and culture, and the French people, fascinated with the Egyptian civilisation and civilisations in general, on knowing that these artifacts were illicitly smuggled from Egypt, gave them back.

During the summit, Mubarak and Sarkozy have announced that the year 2010 would be the year of Egyptian-French cooperation in the fields of science, technology and would witness cooperation relations between universities and research centres besides exchanging scientific and technological experiences between the two countries.
