New Administrative Capital

Vision

The major reason for the new capital city is to relieve congestion in Cairo, which is already one of the world's most crowded cities, and it is growing rapidly. Greater Cairo’s population is set to grow from 18 million people to 40 million people by 2050. It will help to strengthen and diversify the country’s economic potential by creating new places to live, work and visit. In order to draw people to this new capital city, a series of key catalyst developments will be established at its core. This will include a new government administrative district, a cultural district and a wide variety of urban neighborhoods.

Location

The site is situated along the corridor between Cairo and the Red Sea, providing linkages to significant shipping routes. The city is bound to become a focal point of the Eastern Cairo region.

The new city is to be located 45 kilometers (28 miles) east of Cairo and just outside the Second Greater Cairo Ring Road in a currently largely undeveloped area halfway to the seaport city of Suez. According to the plans, the city would become the new administrative and financial capital of Egypt, housing the main government departments and ministries, as well as foreign embassies. On 700 square kilometers total area, it would have a population of almost seven million people.

Plan

The city is planned to consist of residential districts, artificial lakes, educational institutions, hospitals and clinics, mosques, 40,000 hotel rooms, a major theme park, 91 square kilometers of solar energy farms, an electric railway link with Cairo, and a new international airport. It will be built as a smart city. It is planned also to transfer the parliament, presidential palaces, 18 ministries and foreign embassies.

Contracting Companies

The New Administrative Capital for Urban Development is the company in charge of developing the project. It is a holding company with a capital estimated by 6 billion pounds. The company consists of the New Urban Communities Authority (NUCA), National Service Products Organization (NSPO) and Armed Forces National Lands Projects Agency.

The contracting companies are divided into two sections; the major companies in the executive location and the holding companies for Construction and Development.

The major companies include: Orascom, Hassan Allam, Petrojet, Concord, Talaat Mustafa, Arab Contractors and Wadi El Nile.

The holding companies for construction and development include: Hassan Allam, Misr Concrete Development Co, Al Abd, Mokhtar Ibrahim, EGYCO.

Construction

In March 2017, President Abdel Fattah El Sisi was updated with the latest developments concerning the establishment of the new administrative capital, especially in the governmental district. The meeting was attended housing minister, chairman of the Armed Forces Engineering Authority, presidency advisor for urban planning, a number of officials of the new administrative capital company and others. During the meeting, they reviewed the blueprints of the buildings of the ministries, the House of Representatives and the cabinet. The President asserted the importance of sticking to the timeline and to utilize the lands of the new capital for the best and also to decrease the cost of the establishment as possible taking into account committing to the highest quality standards.

Egyptian public and private construction companies have begun working on infrastructure projects and building the residential neighborhood of the new capital.

The Arab Contractors Company is set to construct 44 buildings, which include 1,408 units. Concord for Engineering and Contracting Company is currently constructing 61 buildings with a total of 1,792 units. Talaat Moustafa Group Holding Company (TMGH) is carrying out the construction of a total of 69 buildings, which includes 2096 units. Petrojet Company will build 36 buildings, which includes a total of 1,008 units.

Roads will be developed by Orascom, Arab Contractors, Concord, and the Holding Company for Construction and Development (HCCD).
