Concluded Economic and Trade Agreements:

  • Economic Cooperation Agreement (9/3/1998 and came into force on 7/6/2000).
  • Trade Agreement concluded on 9th March 1998.
  • Agreement on Promotion and Protection of Mutual Investment concluded on 9th March 1998 and came into force on 7th July2000.
  • Agreement on Regular Airlines concluded on 9th March 1998 and
  • Protocol on Technical Cooperation between the Malian Ministry of Trade and Industry and the Egyptian Ministry of Trade and Supply concluded on 9th March 1998.
  • Protocol on Cooperation between the Malian National Department of Economic Affairs and the Egyptian Export Promotion Centre (EEPC) concluded on 9th March 1998.
  • Agreement on establishing a Joint Chamber of Commerce between the General Federation of Egyptian Chambers of Commerce and its Malian counterpart concluded in December 2004.
  • Agreement on Joint Cooperation between the Egyptian General Federation of Chambers of Commerce and the UEMOA Organization in December 2004, with Mali as a member.
  • Draft Agreement on Avoidance of Double Taxation (Malian proposal).
  • Egypt is scheduled to participate in the FEDAK 2010 annual exhibition to be held in Bamako in September 2010.
  • A Joint project is expected to start between El Sewedy Cables and Electrical Services and the Ministry of Energy and Electricity in Mali, in order to obtain tenders for lighting a number of villages in the Niger Delta region, which is located in the centre of the country.

Contractual Framework

Agreements signed before 1998:

  • Media Cooperation Protocol concluded in 1974.
  • Economic and Technical Cooperation Agreement concluded in 1979.
  • Media Agreement on Exchanging TV Programmes concluded in March 1993.
  • Tourism Cooperation Agreement concluded on 29th June 1995. The Malian side requested its being activated through holding an Experts Committee, a matter approved by the Egyptian side (the approval of the Egyptian Ministry of Tourism on 12th December 2004.
  • Cooperation Agreement in the field of Craftsmanship concluded in June 1995.
  • Protocol on Agricultural Technical Cooperation 1997.

Agreements signed on 9th March 1998 at the conclusion of the Joint Committee:

  • Agreement on Cultural Cooperation concluded on 9th March 1998 and entered into force on 7th June 2000.
  • Agreement on Economic Cooperation concluded on 9th March 1998, and entered into force on 7th June 2000.
  • Trade Agreement concluded on 9th March 1998.
  • Agreement on Mutual Investment Promotion and Protection concluded on 9th March 1998 and entered into force on 7th July 2000.
  • Agreement on the Regular Airlines concluded on 9th March 1998 and entered into force on 7th July 2000.
  • Protocol on Technical Cooperation between the Malian Ministry of Industry and Trade and the Egyptian Ministry of Trade and Supply concluded on 9th March 1998.
  • Protocol on Cooperation between the Malian National Department of Economic Affairs and the Egyptian Export Promotion Centre (EEPC) concluded on 9th March 1998.
  • Protocol on Cooperation in the field of Trade Legislation concluded on 9th March 1998.

Agreements signed at the end of the Sixth the Joint Committee 25/1/2004:

  • Memorandum of Understanding on Cooperation between the Egyptian and the Malian Foreign Ministries concluded on 25th January 2004.
  • Technical Cooperation Agreement between the Egyptian Fund for Technical Cooperation with Africa and the Government of Mali concluded on 25th January 2004.
  • Memorandum of Understanding between Egypt and Mali in the field of Animal Health and Veterinary Quarantines concluded on 25th January 2004.
  • Memorandum of Understanding in the field of Health and Pharmaceutical Production between the Governments of Egypt and Mali concluded on 25th January 2004.

Agreements signed in 2004:

  • Agreement on establishing a Joint Chamber of Commerce between the General Federation of Egyptian Chambers of Commerce and the Malian Chamber of Commerce and Industry concluded in December 2004.
  • Agreement on Joint Cooperation between the General Federation of Egyptian Chambers of Commerce and the UEMOA, with Mali as a member.
  • Both agreements were signed at the Conference of Union of African Chambers of Commerce, Industry, and Agriculture held at Bibliotheca Alexandrina from December 6th to 9th, 2004.

Recent Agreement during the Malian President's visit to Egypt in February 2010:

  • Memorandum on Brotherhood between the Luxembourg Mother and Child Hospital in Bamako and The Suzanne Mubarak Regional Centre for Women's Health and Development in Alexandria, voncluded in February 2010 in the field of training physicians, nursing staff and public administration.

The agreed upon Draft Agreements and Protocols presented by the two sides during the Preparatory Follow-up Joint Committee 7th Session in Cairo on March 5th and December 6th, 2009:

  • Exchanging Mutual Draft Agreement on Avoidance of Double Taxation through official channels to determine a negotiation round between the two countries after it.
  • Executive Program of the Cultural and Scientific Cooperation Agreement concluded in 2009/2010.
  • Protocol on Military Cooperation including importing spare parts for the Fahd APC (Armored personnel carrier) and musical instruments, in addition to qualifying trainees at Egyptian military colleges and academies, and cooperation in supplying Military Footwear.

Twinning Agreement between Cairo and Bamako. Twinning project between the province of Mopti in Mali and Ismailia in the Arab Republic of Egypt:

  • Draft Agreement on Cooperation in the field of combating terrorism and organized crime between Egypt and Mali, as Mali put forward the agreement signed before with Russia in this regard as a model to Egypt to study and respond according to what had been agreed upon during the Preparatory Follow-up Committee in Cairo.
  • Draft Agreement on Cooperation between Egyptian University Hospitals and their Malian counterparts. Such agreement was proposed by the Dean of Bamako Faculty of Medicine on the occasion of cooperation between Mansoura kidney Centre and Bamako University hospital under the auspices of the Egyptian Fund for Technical Cooperation with Africa. This project was sent to the Fund to be discussed with Mansoura kidney transplantation Centre.
  • Draft Memorandum of Understanding on Agricultural Cooperation proposed by the Egyptian side, and a Memorandum of Understanding submitted by the General Authority for Veterinary Services, as well as the scopes of cooperation provided by the Agricultural Research Centre.
  • Signing Memorandum of Understanding with Enbi on cooperation in studies, consultancy and training, and Tharwa Petroleum Company on cooperation in the field of exploration and geological survey in Mali through Egyptian experts, and the Mineral Resources Authority on cooperation in the field of mining. The Malian side affirmed that another Memorandum of Understanding would be signed between the Ministry of Mines, Energy and water in Mali and the Ministry of Petroleum in Egypt with a review of the above-mentioned Memoranda of Understanding and the Egyptian side be inform of the reply.

Under-study Draft Agreement and Protocol Proposals provided by the two side:

  • Draft Agreement on Administrative Cooperation in Customs regulations
  • The Egyptian side suggested adding an item on draft Agreement on cooperation in the field of education submitted to the Malian side encouraging both parties to establish direct cooperation between universities and higher education institutions, in addition to sending Egyptian teachers specialized in the Arabic language to Mali to teach at the Arabic language departments at Malian universities stipulating that details be settled through diplomatic channels.
  • Executive Program to activate the Tourism Cooperation Agreement signed in 1995 and to convene a meeting of the Tourist Joint Committee to approved upon by both sides..
  • Draft Protocol in the field of Technical Cooperation between the Ministries of Manpower and Immigration.
  • Draft Memorandum on Cooperation in the field of animal health, including sending veterinarians to set up a veterinary quarantine system and evaluate slaughter houses in Mali to draft a vision for importing livestock or meat and meat products.
