Speech by President Abdel Fattah El Sisi at Baghdad Cooperation and Partnership Conference

Your Excellency the Prime Minister of the Republic of Iraq, Mr. Mustafa Al-Kadhimi,

Your Majesties and Excellencies, Heads of State and Government,

It is my honor to express my sincere appreciation and gratitude to Iraqi Prime Minister Mustafa Al-Kadhimi for his initiative to call for holding this important conference. It is also my great pleasure to be here again today in Iraq, Mesopotamia, one of the fortresses of Arabism and the cradles of civilization in the Arab and Islamic worlds.

This embodies the unprecedented level of partnership with our Iraqi brothers and the sincere wish to launch a new phase of constructive cooperation through multiple and effective mechanisms, at the bilateral and trilateral levels (Egypt, Iraq, Jordan) or within the broader regional framework in order to enable us to move towards broader horizons of partnership and cooperation and fulfill the aspirations and interests of our peoples. This is based on strong and longstanding relations and bonds that were formed on firm principles that we do not deviate from in order to achieve mutual interests and safeguard the security and stability of the entire region.

Your Majesties, Excellencies and Highnesses,

Iraq, along with other Arab countries and peoples, has faced over the past years the very negative impacts of terrorism and wars that brought suffering to the dear people of Iraq and had repercussions on the neighboring peoples in a context that saw various foreign interventions. This happened at a time when our world is facing global challenges that concern all mankind and dwarf international, ethnic or sectarian conflicts that are known to the Arab region.

When we see the horrors inflicted by the Coronavirus or climate change on the world and the threats they can pose to future generations, we must unite to confront threats to the future of our youth by adopting real development policies that preserve our planet and environment.

People around the globe are closely examining these global challenges and seek to find solutions on scientific basis. In this context, it is correct for us to have a clear contribution to the progress of humanity towards strengthening its capabilities to confront reality, which we in Egypt believe is the only way out. I see the brothers in Iraq have the same determination, which encourages us to join hands in order to achieve the noble goals and the universal human aspirations.

Dear Attendees,

Egypt views with great appreciation the significant achievements accomplished in Iraq in the last period under the leadership of Prime Minister Mustafa Al-Kadhimi, allowing the success of state institutions to address major challenges that the Iraqi people have faced, as the army and security bodies were able to defeat terrorism and eliminate the obscurantist ISIS project in the region and to preserve the unity, security and national fabric of Iraq.

Listing the achievements will not be complete without addressing efforts to achieve economic reform at all levels and in various sectors, which demonstrates the determination of the Iraqi government to pave the way for a major and significant shift that we feel is imminent as we are following the tireless efforts to carefully prepare for it.

We also wish, and are confident, that the Iraqi state will succeed in fulfilling the upcoming elections, so as to meet the aspirations of the Iraqi people to steadily advance towards the future they deserve.

Egypt therefore continues to back and support the Iraqi government in all its efforts, which aim to achieve stability in Iraq, restore its historical position and its active Arab and regional role and consolidate its status in the Arab world.

Stemming from our belief in the inevitability of cooperation and solidarity among the brothers and their numerous benefits, the Tripartite Cooperation Mechanism among Egypt, Iraq and Jordan came to translate the political will of the three countries into a tangible reality in terms of enhancing the concept of joint Arab action and bolstering the intertwining of the interests of our peoples, through practical and studied trajectories for cooperation that shall be felt by Iraqi citizens and their Egyptian and Jordanian brothers. We hope this expands when the appropriate conditions are conducive to all Arab peoples and the peoples of the entire region.

On this occasion, I reiterate our resolve to move with all diligence towards the implementation of joint projects that are currently being studied within the framework of the mechanism so as to achieve the aspired development for our countries.

Your Majesties, Excellencies and Highnesses,

Egypt stands in support of the Iraqi government’s efforts to reinforce the nation state and its institutions so as to enable them to assume their responsibility to preserve the security and stability of Iraq and protect the resources of its people as well as the country’s unity and territorial integrity. Egypt also rejects all forms of foreign interference in Iraq’s affairs as well as the illegitimate violations against its territories. Hence, Egypt calls on the various forces to respect the sovereignty of this ancient country and the choices of its people as it is in everybody’s interest that Iraq assumes its role regionally and in the Arab world.

Therefore, our meeting today comes to renew our support and commitment to the firm and unequivocal principles in international relations. Those include the principles of good-neighborliness, non-aggression, mutual respect for the states’ sovereignty, the unconditional abstention from intervening in their internal affairs and ending the policy of imposing facts on the ground by using military or financial force. This is in addition to abstaining from providing safe haven or any form of support for terrorist and extremist groups or transferring their elements from one country to another.

This meeting represents a chance that should be built-on to exchange points of view, consult and explore prospects of coordination among us, in light of the successive international and regional developments that require cooperation in a constructive manner to counter today’s crises from the perspective of the reality we are living and not in pursuit of illegitimate aspirations that violate international law and disrespect the will of the peoples, their political choices and their right of self-determination.

Your Majesties, Excellencies and Highnesses,

I would like to once again thank Prime Minister Mustafa Al-Kadhimi for convening this conference. I would also like to send a message to the brotherly Iraqi people: “ The people who belong to this ancient civilization and have this honorable history, no doubt have a promising future thanks to their sons , their resolve and hope in addition to their motivation to achieve a better tomorrow. We would like to confirm to you that you have brothers in Egypt who are keen on your renaissance and are willing to transfer their expertise in the various fields to you, out of their belief in the unity of destiny and goal, so that we walk together on the path of the future that is illuminated by our will and our belief in our solid ability to overcome the hardships whatever they are.
