Meetings with government officials

On March 6, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Mr. Al-Sayed Al-Qaseer, Minister of Agriculture and Land Reclamation, Dr. Hani Sweilem, Minister of Water Resources and Irrigation, Lieutenant General Ahmad Al-Shazly, Head of the Financial Affairs Authority of the Armed Forces, and Major General Amir Sayed Ahmad Advisor to the President of the Republic for Urban Planning, Major General Staff Walid Abu Al-Majd, Director of the National Service Projects Authority of the Armed Forces, Major General Ahmad Al-Azzazi, Chairman of the Engineering Authority of the Armed Forces, Major General Tawfiq Sami, Chairman of the Board of Directors of the National Company for Desert Lands Reclamation and Cultivation, and Major General Karam Salem, Chairman of the Board of Directors of the National Company for General Contracting and Supplies.


During the meeting,

President El-Sisi followed up on the developments of the executive position of the national project for agricultural production and land reclamation in the New Delta, within the state’s strategy to increase the area of agricultural land. President El-Sisi’s gave directives to continue coordination between the concerned authorities and sectors to complete this project, while continuing to use modern irrigation systems within the state’s policy of rationalizing water consumption and raising the efficiency of its management. This aims to achieve the desired strategic goal of adding new agricultural areas, thus contributing to Preserving and developing agricultural economic resources, achieving food security and reducing the import gap, as well as establishing new urban, agricultural and industrial communities that contribute to absorbing population growth, adding more job opportunities and increasing citizens’ income.

On March 7, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Assem El-Gazzar, Minister of Housing, Utilities and Urban Communities, Eng. Mahmoud Esmat, Minister of Public Business Sector, Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, and Major General Mohamad Amin, Advisor to the President of the Republic for Financial Affairs.


The meeting discussed the plans being implemented to modernize and develop the textile industries sector in Egypt, including the various stages of production, starting from the cultivation and trade of cotton to the development of mills and spinning and weaving factories.

President El-Sisi affirmed the importance of making optimal use of state-owned assets, in line with recent global developments in the fields of industry, marketing and management, by integrating with the private sector in a context that relies on the highest levels of governance and rational economic management.  

On March 7, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Ali Al-Moselhi, Minister of Supply and Internal Trade, Lieutenant General Ahmad Al-Shazly, Head of the Armed Forces Financial Affairs Authority, and Major General Staff Walid Abul-Magd, Director General of the National Service Projects Agency for the Armed Forces, and Major General Staff Taimur Musa, Chairman of the Board of Directors of Silo Foods.


The meeting discussed the executive position of the “Qaha and Edfina” complex for advanced food industries, as well as the follow-up of the workflow of the food industrial city “Silo Foods” in Sadat City in the Menoufia Governorate. The second phase was opened in February 2023. It is considered one of the most important food and industrial projects at the state level. Tt includes Many integrated production plants that are managed with high-level technical systems, and also include a large storage area and grain silos.

The president directed to continue the ongoing efforts to deepen industrialization and food production in Egypt, in light of the great importance of this vital sector in achieving food security for the Egyptian people, especially in light of the successive changes and crises in this field at the global level.

On March 8, 2023, President Abdel-Fattah El-Sisi held a meeting with Lieutenant General Ashraf Atwa, Commander of the Naval Forces, Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, Major General Ahmad Al-Azazy, Head of the Engineering Authority of the Armed Forces, and Major General Muhammad Fikry, Assistant Commander of the Naval Forces, Rear Admiral Adel Behairy, Head of the Engineering Division of the Naval Forces, Dr. Hassan Abu Saada, Consultant for Maritime Works, Dr. Ismail Shaker, Chairman of Shaker Consulting Group, Eng. Mutasim Al-Gharabli, Chairman of Al-Gharabli Group, Eng. Ahmad Abdel-Azim, Chairman of the Board of Directors of Dar Al-Handasah Office, and Eng Hosam Al-Qady. Head of Planning Department, Dar Al-Handasah Office.


During the meeting:

The president was informed on the status of the ongoing works to construct and develop a number of seaports, especially the ports of Arish, Adabiya, Abu Qir and Jarjoub, in accordance with the latest engineering, construction and environmental technologies.

On March 10, 2023, President Abdel Fattah El-Sisi met, after Friday prayers at the Mosque of the Field Marshal Tantawi, which coincided with the celebrations of Egypt and the Armed Forces on the anniversary of Martyr’s Day, with His Eminence, the Grand Imam, Dr. Ahmad Al-Tayeb, Shaikh of Al-Azhar Al-Sharif, and Lieutenant General Muhammad Zaki The Commander-in-Chief of the Armed Forces, Minister of Defense and Military Production, Lieutenant General Osama Askar, Chief of Staff of the Armed Forces, Mr. Mahmoud Tawfiq, Minister of Interior, and a number of ministers, governors, leaders and commanders of the armed forces and civil police leaders.


During the meeting:

They discussed a number of topics and issues of importance at the international, regional and local levels. They reviewing the tasks carried out by the armed forces in all strategic directions.

On March 11, 2023, President Abdel Fattah El-Sisi held a meeting with Dr. Mostafa Madbouly, Prime Minister, Engineer Ahmad Samir, Minister of Trade and Industry, Dr. Manal Awad, Governor of Damietta, Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, and Major General Staff Walid Abu Al-Majd, General Director of the National Service Projects Authority of the Armed Forces, and Major General Hazem Hadhoud, Chairman of the Board of Directors of Damietta Furniture Company.


During the meeting, the President gave directives to continue the societal dialogue with the people of Damietta Governorate who work in the furniture industry, in continuation of the existing efforts to develop Damietta Furniture City, to become an integrated industrial city.  The President gave also directives to support the development of this Industry and upgrade it to compete at the regional and international levels, in a way that provides more distinguished job opportunities in this sector for the people of the governorate, and increases Egyptian exports and national income.

Moreover, the president was informed about the various stages of implementation and development of the Furniture City, in accordance with the highest standards of quality and manufacturing, logistical and service needs. In that regard, the president directed to continue coordination between the concerned authorities and to continue intensive work to make this important project a success.

On March 16, 2023, President Abdel-Fattah El-Sisi met with Dr. Amr Talaat, Minister of Communications and Information Technology, Lieutenant General Ahmad El-Shazly, Head of the Financial Affairs Authority of the Armed Forces, and Major General Staff Bakr Al-Bayoumi, Director of the Signal Department of the Armed Forces.


During the meeting, they Followed-up efforts to develop the technological and informational infrastructure at the level of the Republic, within the framework of the strategic project for the digital transformation of the state institutions.

Moreover, the president gave directives to continue intensive work to enhance the state's capabilities in the field of communications and information technology, and to ensure optimal operation of the emergency and public safety system, to achieve a speedy response by state agencies to all emergencies and crises within short periods. The president stressed the importance of making every effort to facilitate the daily life of citizens and save their time and effort.

On March 19, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Mohamed Moait, Minister of Finance, Mr. Ahmad Kajouk, Deputy Minister of Finance for Financial Policies, and Dr. Ehab Abu Eish, Deputy Minister of Finance for the Public Treasury.


During the meeting, they reviewed the draft budget for the next fiscal year 2023-2024. The Minister of Finance presented the most important final indicators of the draft budget.  The budget aims to achieve a growth rate of 5% of GDP. There will be an achievement of a primary surplus of 2.5% of GDP, with an overall deficit rate of about 6.37%, in addition to an increase in the growth rate of revenues to about 31% to reach more than 2 trillion pounds. In addition to that, there will be an increase in expenses at a growth rate of about 30.5% to reach about 2 trillion and 838 billion pounds, including increasing the wages by 15% to reach 470 billion pounds.  

The president directed to continue to maintain financial discipline, and to ensure the financial sustainability of the state’s general budget, in addition to continuing to take all necessary measures to reduce the public debt for the budget.

The President directed the government to increase the income tax exemption limit to 36,000 pounds annually instead of 24,000 pounds, within the context of the state's efforts to mitigate the effects of global economic repercussions on citizens.


On March 21, 2023, President Abdel Fattah El-Sisi met with Dr. Mostafa Madbouly, Prime Minister, Dr. Muhammad Moait, Minister of Finance, Lieutenant General Muhammad Abbas, Minister of Civil Aviation, Mr. Ahmad Issa, Minister of Tourism and Antiquities, Lieutenant General Ahmad El Shazly, Head of the Financial Affairs Authority of the Armed Forces, and Major General Yahya Zakaria, Chairman of the Holding Company for EgyptAir, and Mr. Louay Abdel Hamid, the company's financial officer.


During the meeting, they followed up projects related to the civil aviation and tourism sectors. The executive position for the efforts to develop the civil aviation sector to enhance the tourist attraction to Egypt was presented.

The President directed to continue working to improve tourism in Egypt in all aspects, including enhancing integration between the tourism and aviation sectors, in a way that maximizes the added value of Egypt’s unique tourism and cultural potentials.

On March 21, 2023, President Abdel Fattah El-Sisi held a meeting to follow up on the “Egypt’s Future” project for agricultural production, with Dr. Mostafa Madbouly, Prime Minister, Lieutenant General Muhammad Zaki, Minister of Defense and Military Production, and Lieutenant General Ahmad El Shazly, Head of the Financial Affairs Authority of the Armed Forces, Major General Amir Sayed Ahmad, Advisor to the President of the Republic for Urban Planning, and Colonel Pilot Bahaa El-Din El-Ghannam, Executive Director of Egypt’s Future Authority for Sustainable Development.


During the meeting, the president was briefed on the developments of the current and future phases of the "Egypt's Future" project, which comes within the "New Delta" national project, including work progress rates in the project's infrastructure, which includes roads, axes, water wells, treatment plants, and the electricity supply network.

The President directed to continue intensive efforts within the framework of adding about 3.5 million feddans in the New Delta, Toshka and Sinai to the agricultural area in Egypt, which is more than a third of the cultivated area nationwide. The project is a giant national project aims at meeting the hopes and aspirations of the Egyptian people. It comes within the framework of the state's strategy to keep pace with the needs of population growth and to achieve food security, increase agricultural exports, and enhance integration between all sectors of the national economy.

On March 23, 2023, President Abdel Fattah El-Sisi held a meeting with Dr. Mostafa Madbouly, Prime Minister and all ministers and members of the government, at the Strategic Command center in the New Administrative Capital.


During the meeting, they reviewed the government's plan to move ministries and various state agencies and institutions to the New Administrative Capital. The President directed to intensify efforts to ensure that the government's move to the New Administrative Capital as it is a real development of the country's administrative apparatus in a comprehensive and qualitative manner.

Moreover, the president was briefied on developments in the implementation of the first phase of the “Decent Life” initiative to develop the Egyptian countryside, and preparations for the start of the second phase.

On March 25, President Abdel Fattah El-Sisi met with Minister of Justice, Counselor Omar Marwan.
The Spokesman for the Presidency, Counselor Ahmed Fahmy, said the meeting reviewed the ministry's efforts to expedite the completion of citizens' cases in courts in the context of the comprehensive development of the State litigation system. The President was briefed on the process of strengthening the functioning of the courts nationwide and the impact on completion of the backlog of cases, particularly, in the courts of first instance. Only 6 family cases remain before 2021 and 2227 civil proceedings before 2020. This is a breakthrough compared to the long-standing situation.
President El-Sisi expressed his appreciation for the efforts of the judges in expediting the completion of citizens' cases and looked forward to the continuation of this efficient performance. Cases before the courts of first instance would be completed during the current judicial year. No cases would be left before it except lawsuits related to the third decade of the current millennium, which would protect the rights of citizens and establish completed justice in society.
Counselor Marwan also reviewed efforts to upgrade the existing courts' headquarters and buildings in all governorates and develop the technical aspect by expanding the application of AI techniques in translating spoken words into written text during judicial hearings. President El-Sisi gave  directives to promote the use of state-of-the-art technology in the court system in the coming period. This would result in further speeding performance during the consideration of issues.
President El-Sisi was also briefed on the status of establishing the City of Justice in the New Administrative Capital. The City will include a central court complex, a center for studies and other relevant service facilities. This is in addition to recently  honoring members of various bodies and jurisdictions, within efforts to support and motivate calibers and strengthen judicial technical competencies in order to improve Egypt's judicial system.

On March 26, 2023, President Abdel Fattah El-Sisi held a meeting with Prime Minister, Dr. Moustafa Madbouly, and Minister of Health and Population, Dr. Khaled Abdel Ghaffar, to follow-up on efforts to upgrade the healthcare system in Egypt. The meeting was also attended by Head of the Armed Forces‘ Financial Affairs Authority, Lieutenant General Ahmed El-Shazly, and Chairman of the Armed Forces’ Engineering Authority, Major General Ahmed Al-Azzazi.

Spokesman for the Presidency, Counselor Ahmad Fahmy, said the Minister of Health and Population offered an overview of progress in the implementation of projects underway in the health sector. This included the upgrading of Nasser Institute to become an integrated medical city; the establishment of a new world-class Central Laboratories Complex; and the upgrading of a number of major hospitals such as Om El-Masreyyin, Heliopolis and the Coptic Hospitals. He also briefed the meeting on work progress in the establishment of the new National Cancer Institute 500500 and the plan for the construction of a new Heart Institute that will be implemented in line with international standards to enhance the role of the National Heart Institute, which is considered one of the largest specialized medical edifices serving heart patients. This is, in addition to the construction of a new and integrated complex for mental health, addiction treatment and geriatric medicine.

The meeting also followed-up on the latest developments with regard to the various presidential health initiatives, including the initiatives’ successes over the past years to improve the health of citizens of all categories and their positive return on the health planning at the national level. This included primarily the 100 Million Health Initiative for the elimination of Hepatitis C; the Egyptian Women's Health Initiative, which seeks to early detect cancer; the presidential initiative to end waiting lists, which succeeded to treat around one million and 632 thousand patients; the Pre-Marriage Medical Test Initiative, which targeted 67-thousand individuals; the Mother and Fetus presidential initiative; and the initiatives to support the health of newborns and school students. This is, in addition to the detection of hereditary diseases and healthcare for the elderly.

The Spokesman said President El-Sisi gave directives to continue current efforts to improve the accessibility to and quality of healthcare services delivered to the citizens. The President emphasized that the health dossier is an issue of top priority on the state’s agenda and is receiving huge interest and intensive work to overcome the structural challenges facing it in order to constantly improve the healthcare system in Egypt and achieve the interest of all Egyptians from all categories.

On March 27, 2023, President Abdel Fattah El-Sisi met with Prime Minister, Dr. Moustafa Madbouly, and Minister of Housing, Utilities and Urban Communities, Dr. Assem El-Gazzar. The meeting was also attended by Head of the Armed Forces‘ Financial Affairs Authority, Lieutenant General Ahmed El-Shazly, Advisor to the President for Urban Planning, Major General Amir Sayed Ahmed, Chairman of the Board of Directors of the New Administrative Capital, Eng. Khaled Abbas and Chairman of the Armed Forces’ Engineering Authority, Major General Ahmed Al-Azzazi.

The Spokesman for the Presidency, Counselor Ahmed Fahmy, said the meeting reviewed progress in construction work underway in the New Administrative Capital, including facilities, roads, internal axes, as well as residential and commercial areas. This came in light of the beginning of the gradual relocation of ministries to the government district in the New Administrative Capital. The discussions also touched on efforts to link the axes and roads of the New Administrative Capital to all districts and sectors of Greater Cairo through modern means of mass transportation, and reviewed the transportation system inside the capital itself and work progress in the Central Bus Station.

The President gave directives to follow-up on the various construction works and projects in the New Administrative Capital closely and periodically, while adhering to the highest standards of quality, safety and sound management, in line with the latest technological systems in this field. President El-Sisi also stressed the need to give due attention to the operation, management and maintenance systems in the New Capital’s districts and facilities, particularly the central district, the government district and the various public facilities so as to ensure the sustainability of the international quality standards which were established and maintained at the highest level.

President El-Sisi gave directives to launch an initiative, in cooperation with international universities in the New Administrative Capital, to sponsor a number of outstanding students from Upper Egypt to study in these international universities, in line with the state's policy to allow all citizens from across the republic to benefit from the best opportunities and services offered in the New Administrative Capital.

On March 28, 2023, President Abdel Fattah El-Sisi met with Prime Minister Dr. Mostafa Madbouly, Minister of Finance Dr. Mohamed Maait, Minister of Transport Kamel El-Wazir, Minister of Trade and Industry Engineer Ahmed Samir and Head of the Armed Forces Engineering Authority Major General Ahmed Al-Azazy.

The Spokesman for the Presidency, Counselor Ahmed Fahmy, said the President was briefed on latest with regard to the development of the Salloum land port, which acts as a lifeline in western Egypt, by facilitating travel and transportation to and from Libya, also its contribution to enhancing the flow of goods and increasing the rates of trade exchange. This is in addition to benefiting from the logistics zone that is being implemented within the development of the port to serve exporters.

The meeting also tackled the development of projects of the grand Port of Alexandria, especially the multi-purpose “Long Live Egypt ” terminal, which includes trading yards with an area of ​​​500,000 square meters and is capable of handling 12-15 million tons of goods annually as well as receiving 6 to 7 ships with large cargo at the same time, which represents a valuable addition to the capabilities of the Egyptian state in this field. 

On March 28, 2023, President Abdel Fattah El-Sisi met with Prime Minister Dr. Mostafa Madbouly,  Minister of Housing, Utilities and Urban Communities Assem El-Gazzar, Minister of Transport Kamel El Wazir, Commander of the Navy Lieutenant General Ashraf Atwa and Head of the Armed Forces Engineering Authority Major General Ahmed El-Azazy.

The President was briefed on developments pertinent to the construction of Gargoub Port, to achieve optimal utilization of the strategic location and the economic and environmental components of Gargoub area, through the establishment of a commercial containers port and an industrial zone, in addition to a logistics area and international tourism centers, to maximize returns from serving trade traffic between Egypt, Europe and Africa.

The President stressed the great importance of these efforts in developing the Egyptian economy and pushing it to the ranks of developed countries commercially and industrially, in addition to developing the areas adjacent to ports in logistical, industrial and service activities, in light of Egypt's world-class roads network and modern and multiple means of transportation, which contribute to Egypt's progress and sustainable development.

On March 29, 2023, President Abdel Fattah El-Sisi met with Minister of Awkaf (religious endowments) Dr. Muhammed Mukhtar Gomaa.

The Spokesman for the Presidency, Counselor Ahmed Fahmy, stated that during the meeting, the Minister of Awkaf presented the updates of the training programmes provided for the new imams which aims at improving their skills in all aspects. These programmes are given by leading specialists in the fields of religious sciences and humanitarian, social and cultural studies. President El-Sisi directed that these efforts be continued in a sustainable manner, with the aim of constantly adding to the expertise of the imams and enhancing their ability to keep abreast of today's issues in a moderate, enlightened manner in accordance with the righteous Islamic religion.

The meeting also discussed the Ministry’s plan to send imams and readers of the Holy Qura’n to various countries during the Holy Month of Ramadan, in the light of Egypt's pioneering role in this field. In this regard, the President directed that the best imams and Quran readers be selected and prepared before travelling abroad.

The President was also briefed on the efforts of the Ministry of Awkaf to prepare for its international conference which will focus on discussing the role of modern electronic means in religious discourse, as part of the State's efforts toward digital transformation in various fields. Dr. Gomaa also presented the revenues of the Awkaf Authority which are growing significantly and continuously, in the light of the President's constant directives to safeguard and invest in the assets of the Authority as this is in the public interest.

On March 31, 2023, President Abdel Fattah El-Sisi, President of the Republic – Supreme Commander of the Armed Forces, performed Friday prayer in El-Mosheer Tantawy Mosque in New Cairo, coinciding with Egypt and the Armed Forces’ celebrations of the 10th of Ramadan Anniversary. In attendance were Prime Minister, Dr. Moustafa Madbouly, Commander-in-Chief of the Armed Forces, Minister of Defense and Military Production, General Mohamed Zaki, Chief of Staff of the Armed Forces, Lieutenant General Osama Askar, a number of senior statesmen, the commanders of the main branches of the Armed Forces, Armed Forces’ commanders, and scholars from Al Azhar and the ministry of religious endowments.

After the prayer, the President met with Armed Forces’ commanders and extended his greetings to the Armed Forces on the anniversary of the 10th of Ramadan victories. The President confirmed that the great Egyptian people appreciate the efforts and sacrifices of the heroes of the Armed Forces in defence of Egypt’s security and safety. The President confirmed that the men of the Armed Forces represent an extension of the October generation in carrying out their duties with the highest levels of dedication, devotion, loyalty and efficiency for the sake of maintaining the homeland’s security, preserving its sanctities and enhancing its path towards more stability and progress.

The meeting also focused on a number of key issues addressed across the local, regional and international levels, notably in light of the successive political and economic developments the world is witnessing, as well as Egypt's ongoing efforts to reinforce stability and development in the region.

Field tours

On March 2, 2023, President El-Sisi visits today Minya governorate to inspect the development and progress accomplished in the governorate, its villages and in New Minya City, as part of the state’s efforts to provide a decent life to the citizens in Upper Egypt.

President Abdel Fattah El-Sisi had breakfast today with the people of Al-Maasara village in Minya and had an open dialogue with them. President El-Sisi stressed that Egypt will never forget the people of Upper Egypt and the country side and that the aim of all development projects is to serve Egyptians everywhere.

On March 9, 2023, President Abdel Fattah El-Sisi attended the 37th cultural symposium of the Armed Forces on Martyr’s Day.

On March 15, 2023, President Abdel Fattah El-Sisi witnessed the inauguration of the “Nitrogenous Fertilizer Complex” in Ain Sokhna.

On March 17, 2023, president El-Sisi attended ‘Shoulder to Shoulder’ Ceremony which was held at Cairo International Stadium.

On March 20, 2023, resident Abdel Fattah El-Sisi and the First Lady attended celebrations, marking the Egyptian Women’s Day and honoring the Ideal Mothers for the year 2023.

Marking the Egyptian Women’s Day and Mother’s Day celebrations, the President issued a presidential pardon for all debtors, both men and women, who are serving sentences in reform and rehabilitation centers, to reunite with their families before the holy month of Ramadan.

On March 22, 2023, President Abdel Fattah El-Sisi made an inspection tour of the Police Academy and met with the students’ families.

On March 23, 2023, President Abdel Fattah El-Sisi inaugurated Egypt's Islamic Cultural Center in the New Administrative Capital and joined workers in the New Administrative Capital for Suhoor.

On March 24, 2023, President Abdel Fattah El-Sisi inspected construction works in a number of roads and axes in Greater Cairo.

Receiving foreign officials

On March 5, 2023, President Abdel Fattah El-Sisi met with Prime Minister of the Republic of Iraq, Mohammed Shia' Al-Sudani. The meeting was also attended by Prime Minister Dr. Moustafa Madbouly; Foreign Minister Sameh Shoukry; Head of the General Intelligence Major General Abbas Kamel; and Minister of Trade and Industry Eng. Ahmed Samir. Also present were Iraqi Deputy Prime Minister for International Relations Affairs and Foreign Minister Fuad Hussein, Iraq’s Minister of Trade Atheer Dawood, and Ambassador of the Republic of Iraq in Cairo, Dr. Ahmed Al-Dulaimi.

The President confirmed during the meeting Egypt’s unwavering support for the security and stability of Iraq, stressing that he values the strategic relations between the two countries. The President emphasized the firm fundamentals of Egypt’s foreign policy with regard to supporting Iraq and providing full support to the Iraqi people across all levels, particularly in the fight against terrorism and in efforts to solidify security and stability.

President El-Sisi confirmed Egypt’s commitment to effectuating and diversifying frameworks of bilateral cooperation in all political, economic, trade and cultural fields. He also underlined the need to accelerate the implementation of joint projects, in accordance with the needs of the Iraqi people, and in a manner that reinforces integration between the two sides and achieves the joint development objectives. This is, in addition to furthering cooperation within the framework of the Trilateral Cooperation Mechanism between Egypt, Iraq and the Hashemite Kingdom of Jordan.

For his part, the Iraqi Prime Minister lauded the firm and historical brotherly bonds the two countries share, expressing appreciation for Egypt’s efforts in support of Iraq across all levels. He stressed Egypt’s keenness on strengthening the solid bilateral cooperation frameworks with Egypt, exploring mechanisms to further advance them toward broader prospects and benefiting from the Egyptian expertise in the various areas. This shall take place, in particular, in light of Egypt’s prominent role in furthering the mechanisms of joint Arab action in the face of the current crises and challenges in the region. Prime Minister Al-Sudani noted that this role is a model to be emulated in preserving and maintaining stability and in achieving progress in the developmental, economic and social conditions.  

During the meeting, the two sides exchanged viewed on a number of Arab and regional issues of mutual interest. They agreed on the need to continue intensive coordination so as to counter the challenges facing the region and achieve the aspirations of the peoples for peace and stability.

On March 5, 2023, President Abdel Fattah El-Sisi met with the CEO of Abu Dhabi Ports, Mohamed Al Shamisi. The meeting was attended by UAE Ambassador to Egypt Mariam Al Kaabi and Prime Minister Moustafa Madbouly.

 The meeting touched on prospects for joint cooperation with AD Ports Group, especially in the sectors of developing logistical areas and ports.

Mr. Shamisi said the Group looked forward to enhancing cooperation with Egypt, in light of the distinguished brotherly relations between the two countries and peoples, as well as the unique factors that Egypt enjoys and make it a regional and global logistical hub. He noted the rapid and steady progress that the country has witnessed in the past years, especially in terms of expanding and modernizing its infrastructure to become world-class in various sectors, and thus creating a huge leap in Egypt's ability to receive investments and support regional and international trade.

 

President El-Sisi affirmed that Egypt holds in high esteem the strong and distinguished relations it shares with the UAE under the leadership of the UAE President, His Highness Sheikh Mohamed bin Zayed Al Nahyan. The President also stressed keenness to continue the fruitful and constructive cooperation in various fields to achieve the interests of the Egyptian and Emirati peoples.

 

The meeting was also attended by Head of International Sector, Abu Dhabi Ports Group, Ahmad Al Mutawa. From the Egyptian side, Chairman for the General Authority of Suez Canal Economic Zone Waleed Samy, Director General of the National Service Projects Organization of the Armed Forces Major General Walid Abul Magd and Assistant to the Director General of the National Service Projects Organization for Transportation and Logistics Major General Hisham El-Guindy.

On March 8, 2023, President Abdel Fattah El-Sisi received U.S. Secretary of Defense, Lloyd J. Austin, and his accompanying delegation. The meeting was also attended by Commander-in-Chief of the Armed Forces, Minister of Defense and Military Production, General Mohamed Zaki, and U.S. Chargé d’Affaires, ad interim, to the Arab Republic of Egypt, Ambassador Daniel Rubinstein.

Spokesman for the Presidency, Counselor Ahmed Fahmy, stated that during the meeting President El-Sisi stressed Egypt’s keenness on strengthening the strategic partnership with the U.S. The President emphasized Egypt’s commitment to further intensifying cooperation and coordination between the two countries in an array of areas, particularly in the military and security fields, given their importance in reinforcing efforts to restore security and stability and consolidate peace in the Middle East region.

The U.S. Secretary of Defense confirmed that his country holds the Egyptian leadership in high esteem and highly appreciates Egypt’s key role in the Middle East as a rational and responsible stabilizing force. He stressed the U.S.' commitment to further advancing and strengthening cooperation and the strategic partnership with Egypt, particularly their defense cooperation, which constitutes a fundamental cornerstone in the two countries’ relations.

The meeting focused on a number of regional and international issues. President El-Sisi reiterated the need to exert intensive international efforts so as to achieve calm in the Palestinian territories and halt unilateral measures and escalation. The President confirmed that the two-state solution, according to the relevant references of international legitimacy, is considered the pathway toward achieving just and comprehensive peace for the benefit of the peoples of the region. The meeting also touched on efforts to reinforce peace and stability at the international level, in light of the successive global crises, which cast shadow on the various countries around the world.

On March 11, President Abdel Fattah El-Sisi met with the Chairman of China International Energy Group and his accompanying delegation of senior executives in the Group. The meeting was also attended by Prime Minister Dr. Moustafa Madbouly, Minister of Electricity and Renewable Energy Dr. Mohamed Shaker, and Minister of Civil Aviation Lieutenant General Mohamed Abbas Helmy.
 
President El-Sisi praised the strong and distinct Egyptian-Chinese relations and offered his congratulations to Chinese President Xi Jinping on his re-election for a new term. The President noted the appreciation and respect that the Egyptian leadership and people have for the Chinese leadership and nation, which realizes steady development progress and an important status at the international level.
The President affirmed Egypt's keenness to consolidate economic and investment cooperation with China and Chinese companies in various areas of common interest.
The head of the Chinese Group affirmed that the motives for investment and expansion in Egypt in the coming period come within the framework of the deep friendship between the two countries, leaderships and peoples, also in light of the qualitative development in the scope and quality of the industrial infrastructure built and modernized in Egypt in the past few years, as closely monitored by the company, which offered new investment opportunities. He referred in this context to the tangible improvement in the road network, transportation, communications, new cities, seaports, and in the areas of desalination, water treatment plants, electricity as well as new and renewable energy.  He explained that the Chinese Group intends to establish a huge project to produce green hydrogen in Egypt, with investments ranging from 5 to 8 billion US dollars, in light of Egypt's great potential in this regard.

On March 13, 2023, President Abdel Fattah El-Sisi received Prime Minister of the Kingdom of Denmark, Ms. Mette Frederiksen, at Al-Ittihadiya Palace.

The Spokesman for the Presidency, Counselor Ahmed Fahmy, said President El-Sisi and Denmark’s Prime Minister held a bilateral session of talks, followed by an expanded meeting attended by the two countries’ delegations. The two sides looked forward for the first official visit by the Danish Prime Minister to Egypt to contribute to strengthening the friendship between Egypt and Denmark in various fields, particularly as they mark the 65th anniversary of the exchange of diplomatic representation between the two countries.

The meeting tackled the main areas of cooperation between Egypt and Denmark, particularly boosting the size and scope of Danish investments in Egypt in a number of vital sectors, such as maritime transport and shipping as well as clean and renewable energy. The President stressed Egypt’s resolve to provide all facilitations possible to enhance and develop investments by giant Danish shipping companies in Egypt, including the establishment of a regional hub for the production of green fuel for ships.

The two sides discussed ways to address the phenomenon of climate change. Danish Prime Minister, Ms. Frederiksen, expressed appreciation for Egypt’s role in international action on climate change. The President and Denmark’s Prime Minister agreed to continue joint coordination to follow-up on the outcomes of the World Climate Summit COP27 that took place in Sharm el-Sheikh. Prime Minister, Ms. Frederiksen, commended Egypt’s efforts to combat illegal migration and the burdens these efforts impose, stressing that Egypt is a vital partner of the European continent in this important issue.

The meeting also focused on developments in international and regional dossiers of common interest, particularly the implications of the Russian-Ukrainian crisis and the unprecedented economic challenges it imposed on the international food and energy security.

President El-Sisi and Denmark’s Prime Minister, Ms. Frederiksen, exchanged views on the latest developments with regard to the Grand Ethiopian Renaissance Dam (GERD) dossier. There was an agreement on the importance of reaching a legally-binding agreement to settle the issue in a manner that safeguards the rights and interests of all parties.

On March 14, 2023, President Abdel Fattah El-Sisi received a high-level Italian delegation, headed by Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, Mr. Antonio Tajani. The delegation included Minister of University and Research Ms. Anna Maria Bernini, Secretary General of the Ministry of Foreign Affairs Ambassador Riccardo Guariglia and a number of Italian officials of major companies working in several fields, particularly, agriculture, land reclamation and food industries, as well as the Italian ambassador in Cairo.

 From the Egyptian side, the meeting was also attended by the Prime Minister Dr. Mostafa Madbouly, Minister of Foreign Affairs Mr. Sameh Shoukry, Minister for International Cooperation Dr. Rania Al-Mashat, and Minister of Agriculture and Land Reclamation, Mr. El-Sayyed El-Quseir.

 

The Spokesman for the Presidency, Counselor Ahmed Fahmy, said Mr. Tajani’s visit to Cairo, heading an expanded trade mission from major Italian companies, comes within Egypt’s long-standing friendly relations with Italy, and the strong political will of both sides to develop and advance these relations to serve the interests of the two friendly peoples. President El-Sisi affirmed that Egypt welcomes the Italian officials and companies, which have a record of fruitful work in Egypt. The President noted the broad prospects for economic cooperation at all levels, which was valued by the Italian side, pointing out that this visit comes to activate the strategic partnership between the two countries and lay the foundation for further economic cooperation by strengthening the presence of Italian companies in Egypt, particularly, in the fields of agriculture and food. This is in light of the vital importance of working to achieve food security during the current phase, in which the world suffers from successive crises in this regard.  

 The meeting also touched on a number of topics regarding bilateral cooperation, as well as exchanging views on regional and international issues of mutual interest. The issue of illegal migration and efforts to cooperate in the field of energy were also discussed. The two sides agreed to continue working on these areas in the coming period to maximize the utilization of the two countries’ great potential and continue coordination to face the growing international political and economic challenges.

On March 16, 2023, President Abdel Fattah El-Sisi received heads and representatives of a number of major international companies (Chinese, French and Swiss) involved in the management and operation of international shipping lines and container terminals. Among the attendees were Minister of Transport Lieutenant General Kamel El-Wazir, Commander of the Strategic Command and Military Industrialization Supervisor, Vice Admiral Ahmed Khalid, and Commander of the Navy Vice Admiral Ashraf Atwa.


The meeting came after the government’s agreement with Hutchison Ports, COSCO, MSC and CMA Terminals to establish, manage, operate, maintain, and re-deliver two container terminals at Ain El-Sokhna and Dakahlia ports, with investments estimated at approximately $1.6 billion. The two stations will add capacity to the Egyptian ports, reaching up to 5 million equivalent containers annuall, a 50% increase in the capacity of Egyptian ports’ container handling.

During the meeting, the attendees expressed their optimism regarding the future of investment in Egypt, in light of the improvement in the management system of the business climate. Such system aims to make best use of the infrastructure that is being modernized in an integrated manner, whether in seaports or the sophisticated road network that connects them, particularly the electric express train. This network would contribute to the connectivity between production and consumption areas, logistic centers and dry ports, in addition to the growth of facilities and services, all of which would qualify Egypt to absorb more investments in all areas.

 

President El-Sisi confirmed Egypt’s keenness to promote cooperation with these international companies due to their high international profile in their fields and distinguished technical and administrative expertise. These cooperation efforts with these companies come as part of the State’s efforts to establish the Sokhna and Dakahlia integrated logistics corridor for containers. It is the largest integrated logistics corridors for global trade between the east and the west, linking the Red Sea and Mediterranean Sea. It, in turn, would help increase Egypt's share in the global transit market, would contribute to the opening of new markets for Egyptian exports through the operation of direct navigational services, as well as would provide new job opportunities for Egyptians.

On March 19 2023, President Abdel Fattah El-Sisi received a high-level delegation from the Russian Federation, which included Deputy Prime Minister and Minister of Trade and Industry, Mr. Denis Manturov, Special Representative of the Russian President, Mr. Mikhail Bogdanov as well as the Russian Deputy Minister of Trade and Industry, the Vice President of the Russian Central Bank and the Ambassador of the Russian Federation.

The meeting was also attended by Prime Minister, Dr. Moustafa Madbouly; Minister of International Cooperation, Dr. Rania Al-Mashat; Minister of Finance, Dr. Mohamed Maait and Minister of Trade and Industry, Eng. Ahmed Samir.

Spokesman for the Presidency, Counselor Ahmed Fahmy, stated that during the meeting the two sides underscored mutual commitment to further strengthening bilateral relations in various fields. They also valued the close bilateral relations and historical friendship between the Egyptian and Russian peoples.

The meeting focused on Egyptian-Russian economic relations, which are supported by the general framework of the strategic partnership between the two countries. This framework provides various bilateral mechanisms for cooperation, including the Egyptian-Russian Joint Committee for Trade, Economic, Scientific and Technical Cooperation, which is currently holding its 14th session in Cairo, thus contributing to strengthening economic, investment and trade relations between Egypt and the Russian Federation.

The discussions also tackled developments of Russian investments and joint ventures in Egypt in an array of fields, particularly the construction of the nuclear power plant in El Dabaa, as well as the establishment of the Russian Industrial Zone in the Suez Canal Industrial Zone. The zone is set to pave the way for starting joint manufacturing projects, the localization of industry and export to a markets in different geographical regions. The meeting also focused on cooperation in the supply of grain and food, in light of the current global crisis.

Phone calls and telegrams

On March 7, 2023, President Abdel Fattah El-Sisi spoke over the phone with President of the Republic of Kenya, William Ruto.

Spokesman for the Presidency, Counselor Ahmed Fahmy, said the two Presidents underscored the broad prospects available to advance the outstanding bilateral relations and to strengthen the frameworks of joint cooperation between Egypt and Kenya. President El-Sisi and President Ruto agreed on the need to intensify coordination and consultations between the two countries so as to enhance the frameworks of joint African action. This shall contribute to achieving the coveted sustainable development for the countries and peoples of the continent and to energizing endeavors aimed at realizing continental integration and amalgamation across all levels.

The two Presidents exchanged views on African issues of mutual concern, particularly efforts toward preserving peace and security and reinforcing stability in the African continent.

On March 9, 2023, President Abdel Fattah El-Sisi spoke by phone with Russian President Vladimir Putin. 

The Spokesman for the Presidency, Ahmed Fahmy, said the two presidents exchanged congratulations on 80 years of diplomatic relations between the two countries.

The two presidents discussed ways to enhance cooperation between Egypt and Russia,  particularly through ongoing joint development projects. Both presidents valued the historic and distinct relations that bind the two countries across various fields at the popular and official levels, while confirming further advancing these ties in the coming period.

President El-Sisi and President Putin discussed the latest regional and international developments. They stressed the importance of boosting efforts to reinforce stability in the Middle East and to resolve current crises in the region in a way that achieves the interests of the region's peoples. 

The call also touched on ways to overcome the current global crises, particularly the food crisis. The two presidents confirmed the importance of enhacing food security, especially in the African continent, where countries have been affected more than others in this regard.

On March 10, 2023, President Abdel Fattah El-Sisi sent a cable of congratulations to President of the People's Republic of China, Xi Jinping, for his re-election for a new term.

The Spokesman for the Presidency, Counselor Ahmed Fahmy, said President El-Sisi wished the Chinese president success in realizing the aspirations of the Chinese people to achieve more advancement and progress.

The President lauded the historic and strong friendship between Egypt and China and looked forward to continuing joint action and coordination between the two countries in an atmosphere of trust and mutual understanding that have always characterized their strategic cooperation. The President confirmed confidence that bilateral ties will witness further positive development in the coming years, in the interest of the two peoples and countries.

On March 10, 2023, President Abdel Fattah El-Sisi sent two cables of condolences to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, the King of the Kingdom of Saudi Arabia, and Crown Prince and Prime Minister, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, on the passing of Princess Al-Jawhara bint Abdulaziz bin Abdulrahman Al-Saud. The President extended his sincere condolences and consolation, praying Allah Almighty to overwhelm her with His mercy and forgiveness, dwell her in the vast gardens of Paradise and grant her family patience and solace.

On March 22, 2023, President Abdel Fattah El-Sisi spoke by phone with His Majesty King of Bahrain, King Hamad bin Isa Al Khalifa. 

The Spokesman for the Presidency, Counselor Ahmed Fahmy, said the King of Bahrain extended his greetings to the President on the occasion of the holy month of Ramadan and wished Egypt and the two peoples progress and prosperity. 

President El-Sisi also offered greetings on this occasion to the Bahraini king, asking Allah to bestow his blessings upon the two countries and peoples and the entire Islamic Ummah.

On March 22, 2023,  President Abdel Fattah El-Sisi spoke with HH Amir of Qatar, Sheikh Tamim bin Hamad Al Thani, and extended his greetings to him on the occasion of the holy month of Ramadan, praying Allah Almighty to bestow his blessings upon Qatar and the entire Islamic nation.

The Amir of Qatar also expressed his sincere gratitude for this fraternal gesture, wishing Egypt's government and people lasting stability and progress.

On March 21, 2023, President Abdel Fattah El-Sisi spoke by phone with the President of the United Arab Emirates, Sheikh Mohammed bin Zayed Al Nahyan.

The Spokesman for the Presidency, Counselor Ahmed Fahmy, stated President El-Sisi congratulated Sheikh Mohammed bin Zayed on his new leadership appointments in the UAE. The President expressed sincere wishes that this step would enhance the UAE's march towards greater prosperity and progress for its people, under the wise leadership of Sheikh Mohammed bin Zayed, President of the UAE.

Sheikh Mohammed Bin Zayed expressed his appreciation for the brotherly gesture of President El-Sisi as well as the since wishes of the UAE's leadership and people for stability, security and progress in Egypt.
